Limited Sources Justification and Approval (redacted) UNITED STATES MARINE CORPS Contracting Department Marine Corps Base PO Box 8368 Camp Lejeune North Carolina 28542-8368 LSJA13006 LIMITED SOURCE JUSTIFICATION This acquisition is conducted under the authority of the Multiple Award Schedule Program (MAS) in accordance with FAR 8.401. 1. Agency Contracting Activity U.S. Marine Corps U.S. Marine Corps ELMACO, 2nd MLG Contracting Department Camp Lejeune, NC 28542 Camp Lejeune, NC 28542 2. Nature/Description of Action. This Justification is for Limited Sources procurement from a GSA schedule, based on only one source being capable of providing the specialized required supplies/services. 3. Description of Supplies/Services. The 2nd MLG Electronic Maintenance Company (ELMACO), Camp Lejeune NC has a sole source requirement to procure (3) Diagnosys PinPoint II R circuit board test machines with specialized functions, associated on-site training, and extended technical support identified below. The total estimated value for this requirement is $356,391.28. CLIN: 0001 QUANTITY: (3) Diagnosys PinPoint II R, Part No: P2R-14. PinPoint II 14 Slot Chassis to include variable PSU and SG/SW. The chassis unit shall include driver channels and edge card digital channels that support functional and in circuit tests. The unit shall contain two power supplies: one to power the system and the other one to power the test routines. Each item shall include the following configuration/options: -Controller Card (Diagnosys P/N: P2C). Dictates the options for programming the hardware necessary for the schematic capture process, and the processing power to carry out PinPoint II functions rapidly. QTY of (1) per Circuit Board Tester. -Driver Card (Diagnosys P/N: P2D). Works with the TestVue software to provide the capability to test a variety of circuit cards for faults. The driver card is also programmable for flexibility. QTY of (3) per Circuit Board Tester. -Multiplexer Piggy-Back Board for P2D Driver Card (Diagnosys P/N: P2PMX). Provides the ability to switch between analog and digital circuitry. Shall be added onto the PD2 card prior to shipping to the Government. QTY of (3) per Circuit Board Tester. - Vectorless Test Card (Diagnosys P/N: P2-VTC). Includes VI-ASA, shorts locator and LCR. The vectorless card provides a range of powerful and flexible capabilities to enhance the fault-finding abilities of the system. This card can test passive components by isolating circuitry. QTY of (1) per Circuit Board Tester. -Analog Controller Card (Diagnosys P/N: P2A). Includes P2A-OSC. The analog controller card allows for testing of analog circuit boards and can be used as a part of an integrated test sequence or as an individual analog instrument. The card includes a frequency counter, digital multi meter, oscilloscope and arbitrary wave form generator. QTY of (1) per Circuit Board Tester. -Arb Module for P2A (Diagnosys P/N: P2A-ARB). The arbitrary waveform/function generator includes four (4) independent channels, a waveform generator, a waveform source, current limits and analogue input capabilities. QTY of (1) per Circuit Board Tester. - 4 x 96Matrix Card (Diagnosys P/N: P2RM). The matrix card is the functional switch for the system that allows the unit to communicate with itself in an organized manner. QTY of (2) per Circuit Board Tester. -Dip Clip Set (Diagnosys P/N: DIP-48). 8, 14, 16, 20, 24, (0.3) & 24, 40, 48 (0.6). The dip clip set for the system provides the standard integrated chip connectors for testing components for faults. QTY of (1) per Circuit Board Tester. -SOIC Clip Set (Diagnosys P/N: SMT-68). 8, 14, 16, 20, 24, 28 (SOIC) & 20, 28, 32, 44, 52, 68 (PLCC). The SOIC and PLCC set for the system provides the standard integrated chip connectors for testing components for faults. QTY of (1) per Circuit Board Tester. -Testing Connectors (Diagnosys P/N: 41-0470). 8_32 pin 100 Thou Und 0.3 and 0.4. Set of standard connectors for testing. QTY of (1) per Circuit Board Tester. -Testing Connectors (Diagnosys P/N: 41-0510). 24_48 pin 100 Thou Und 0.6 and 0.9. Set of standard connectors for testing. QTY of (1) per Circuit Board Tester. CLIN: 0002 QUANTITY: (1) Twelve months of extended support for all three (3) of the items identified under CLIN 0001 above. The extended support shall include 24/7 telephone and on-line technical support. CLIN: 0003 QUANTITY: (1) On-Site Training: One (1) consecutive week of on-site training at Government's location for a quantity of twelve (12) Government technicians to be trained on the above circuit board testing equipment. The contractor shall provide all management, supervision, tools, materials, equipment, and labor to provide requested. Training shall be conducted in five (5) consecutive days running Monday through Friday. Training shall be conducted no later than 14 days after delivery of items under CLIN 0001. 4. Identification of Statutory Authority. In accordance with FAR 8.405-6(a)(1)(i)(B), only one source is capable of providing the supplies required at the level of quality required because the PinPoint II R systems are highly specialized and the only machines interoperable with the current test routines utilized. 5. Rationale for Use of Authority Cited. In accordance with FAR 8.405-6(a)(1)(i)(B), Diagnosys Systems, Inc. is the only known source that can meet the Government's minimum requirement. The Diagnosys PinPoint II R system is comprised of two parts, hardware and the operating software which allow the individual hardware components to communicate collectively warehousing crucial data. However, the PinPoint II R system as packaged still requires development of test routines specific to the PinPoint II R platform and the piece of equipment under test, in this case Marine Corps Alpha TAMCN weapons systems. Currently, the PinPoint II R system is supported across the DoD as a GSA Scheduled item for the specific purpose of collaborative, cost effective and expedient repair of Printed Circuit Board (PCB). Specifically, Naval Undersea Warfare Center, Detachment Field and Engineering Office, Norfolk, VA Electronics Maintenance Facilities in the timely repair of complex communications and electronics Printed Circuit Boards. The MTR Test Routines are published quarterly and distributed to Electronics Maintenance Company. The Diagnosys PinPoint II R system is the proprietary platform for which these test routines are designed to operate on and are not supportable by any other manufacturer or generic Printed Circuit Board test equipment. It is extremely cost prohibitive for Electronics Maintenance Company to procure a generic platform and redesign all previously developed test routines. Furthermore, procurement of any other brand would preclude Electronics Maintenance Company from using the Naval Undersea Warfare Center, Detachment Field and Engineering Office's extensive research and development expenditures associated with the existing MTR Test Routines. Lastly, training with respect to the PinPoint II R system would initially be provided by the manufacturer, Diagnosys Systems, Inc. Once the initial training on the PinPoint II R system is conducted, follow-on training is available at no additional cost through the Naval Undersea Warfare Center, Detachment Field and Engineering Office, Norfolk, VA (Code 2504) as well as Marine Corps Logistics Base. Understanding the rotation cycle of the Marine Corps, it becomes apparent that there is a fundamental requirement to develop a sustainable training program and the Naval Undersea Warfare Center has done just that. If forced to procure anything other than the Diagnosys PinPoint II R, ELMACO would have to seek vendor specific training that would only be utilized while a Marine was assigned to 2nd MLG ELMACO. As service members rotate out, additional training would be required for the inbound service member, resulting in additional costs to the Government which is cost prohibitive. ELMACO is advocating augmenting the Huntron Gold Disk program with the Diagnosys PinPoint II R system. Currently the PinPoint II R is utilized by Navy Aviation, Marine Corps Logistics Squadrons, Marine Corps Logistics Base, and 1st Electronics Maintenance Company, all of whom have and are currently developing proprietary test routines that would greatly benefit II MEF in the expeditious repair of electronics equipment. The Diagnosys PinPoint II R system's capabilities provide a robust solution that will expedite the repair of PCBs. Working tandem; Marine Corps Logistics Command, Marine Corps Systems Command, and Diagnosys industries could provide the technical schematics, component logistical data, and test routines for each PCB fielded as part of future weapons systems across all commodities with little to no impact to the program offices budget. 6. Efforts Made to Solicit Potential Sources. Pursuant to FAR 5.301(a)(2)(i), a notice of this requirement will be issued to the FedBizOpps for publication as the proposed contract is being prepared under the conditions described in FAR 8.405-6 (a)(1)(i)(B), only one source, and the Government would be seriously injured if the agency procures equipment other than the Diagnosys PinPoint II R system. 7. Determination of Fair and Reasonable Cost. A determination has been made that placing a delivery order against an existing GSA contract represents the best value consistent with FAR 8.404(d). The required supplies are offered on the schedule at fixed prices and GSA has already determined supplies under schedule contracts to be fair and reasonable. 8. Description of Market Research. Market research was conducted to verify that no other sources could provide the PCB testing equipement that is interoperable with the previously developed and utilized MRT Test Routines. A web-based search was conducted through open-market, as well as GSA Advantage and correspondence though email to the Defense Logistic Agency. The recommended source is the only company that is able to provide the PCB testers that are interoperable with the previously developed MRT Test Routines that are utilized. 9. Other Supporting Facts. Procurement of the PinPoint II R system makes fiscal sense. In a review of those PCBs submitted to the Material Return Program (MPR) from October 2012 through May 2013, ELMACO has submitted dispositions on a plethora of PCBs valued in excess of $639,398.73. At a seventy five percent repair rate; which is attainable, ELMACO would save $719,323.57 annually. If we calculated the ability to support the PCBs contained in other commodities, the cost savings would drastically increase. If a generic PCB tester was procured and the synergy within the DoD was lost, test route development costs and protracted development timelines would erode any significant cost savings. 10. Listing of Interested Sources. Diagnosys Service, Inc. 11. Actions Taken to Remove Barriers to Competition. There were no actions taken to remove any barriers. 12. Statement of Delivery Requirements. Delivery is required within six (6) weeks after receipt of order (ARO), with training beginning no later than 14 days after delivery of supplies. The extended technical support is required for a period of 12 months, beginning the day the supplies are received by the Government. 13. Total Estimated Value.
