- Clauses C25, C26, and C56 Sole Make and Model Justification PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request For Quotation (RFQ) number is N66604-13-Q-2207. The resultant contract will be a firm-fixed price contract. The Naval Undersea Warfare Center Division, Newport intends to purchase the following Microsoft Premier Support service of sole make and model*; no substitutions/third party service providers allowed (refer to the attached Sole Make and Model Justification): _________________________________________ Support Account Management - Qty. 200 Hours US National (USNAT) Program - Qty. 20 Hours On-Site Services Resource Visit - Qty. 1 Visit Designated Support for SharePoint Technologies - Qty. 100 Hours Proactive Credits - Qty. 12 Each _________________________________________ *OFFERS MUST BE AUTHORIZED MICROSOFT PREMIER SUPPORT RESELLERS. THE GOVERNMENT WILL VERIFY THAT THE APPARENT AWARDEE HAS A MASTER SERVICE AGREEMENT WITH MICROSOFT PRIOR TO AWARD. Period of Performance: The Period of Performance of this requirement is 9/28/2013 - 9/27/2014. Place of Performance: The primary place of performance is at the contractor's facility. The On-Site Services Resource Visit (1 Visit) requires the contractor to perform a portion of the services at the Naval Undersea Warfare Center Division, Newport - Newport, RI 02841; Clause C25 applies (see attached clause). The resultant contract will be a Firm-Fixed Price (FFP) purchase order for services. The Government will make payment in arrears. This procurement is solicited on an UNRESTRICTED basis. The North American Industry Classification System (NAICS) Code for this acquisition is 811212. The Small Business Size Standard is $25.5M. Please note that this requirement was previously solicited as a 100% Small Business set aside under GSA RFQ ID 805471 from 8/23/2013 - 8/29/2013. The 100% small business set aside is dissolved and the requirement is now an UNRESTRICTED solicitation; all vendors may submit an offer that will be considered by the Government. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-69. The provision at FAR 52.212-1, Instructions to Offerors - Commercial Items applies to this solicitation. The provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items applies to this solicitation. Clauses 52.212-4, Contract Terms and Conditions - Commercial Items, 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items apply to this solicitation. This requirement will be awarded to the Offeror with the lowest price technically acceptable (LPTA) quote. Technically acceptable means the service quoted matches the sole make and model items listed above (no substitutions allowed) in the quantity specified. Additional terms and conditions: Defense Priorities and Allocations System (DPAS) rating is Unrated; Clause C26 "Information Assurance - Unclassified DoD Information on Non-DoD information Systems" applies (refer to attached clause); This requirement includes Electronic and Information Technology; Clause C56 applies (see attached clause). This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Offerors shall include price and the following additional information with submissions: point of contact (including phone number and email address), contractor cage code, and contractor DUNs number.
