- Performance Work Statement FA8601-13-R-0066, Automated Entry Control & Surveillance SOURCES SOUGHT SYNOPSIS (Not a Notice of Solicitation) The Operational Contracting Squadron (ACS/PKOB) at Wright-Patterson Air Force Base, Ohio, anticipates a competitive acquisition to perform all maintenance and preventative maintenance service to existing automated entry control systems. The contractor shall ensure the serviceability and operation. The system is installed, and controls, entry and movement within the AFMC Headquarters complex, (Buildings 262, 266, and entry gate to Hope Hotel) at Wright Patterson AFB, Ohio. The contractor shall comply with all federal, state, and local regulations in the performance of this contract. The existing automated system has 16 controllers capable of supporting 57 card readers and has the capability of controlling approximately 57 magnetic locking devices on doors located at interior and exterior entry points, throughout Buildings 262, 266, and entry gate to Hope Hotel. This access control system uses an IBM compatible AT computer as its central processor unit. The system operates on proprietary software written by Synergistic, Inc. of Natick, Mass. and has capability of redundant mode operation, which provides 100% computer and memory back­up in the form of a secondary IBM-PC computer in case of primary computer failure.. The contractor shall provide all management, tools, supplies, equipment, and documentation which include repair manuals technical services, parts catalogs, updated technical and blueprint drawings, equipment and labor to inspect, test and maintain the automated entry control system and surveillance equipment. The contractor must have Synergistic certification and be an authorized dealer for all Synergistic Products. North American Industry Classification System (NAICS) code is 561621 and a size standard $19M). This Sources Sought Announcement is issued to determine if there are contractors capable of and interested in supplying the required services. A draft Performance Work Statement (PWS) can be found at Attachment 1 to this notice. This Sources Sought is for information and planning purposes only. The attached Performance Work Statement (PWS) is only a draft and is provided strictly for information and planning purposes. A finalized PWS will be provided if and when a synopsis is issued. This Sources Sought does not constitute a solicitation and is not to be construed as a commitment by the Government. CAPABILITIES PACKAGE: All interested firms shall submit a capabilities package that outlines their firm's capabilities in providing all of the services addressed in attached Draft Performance Work Statement (PWS). Contractors are required to provide all management and labor required for the operation and management of the functions listed. If subcontractors are to be used, provide anticipated percentage of effort to be subcontracted and whether small or large businesses will be used. The capabilities packages should be brief and concise, yet clearly demonstrate ability to meet the stated requirements. Previous experience in all areas shall be provided. Teaming and/or subcontracting arrangements should be clearly delineated and previous experience in teaming must be provided. The response shall not exceed 20 single-spaced, 10-point typed pages. Brochures will not be considered for the information requested. In addition to providing the information described above, responding parties must also indicate: • Their business size status in relation to the applicable North American Industry Classification System (NAICS) code 561790 and size standard $12.5M • Sources should identify and address if they are a large, small, 8(a), women owned, veteran owned, Hub zone, service disabled veteran owned, or otherwise classified as a small disadvantaged business in their responses.
