- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Combined Synopsis and Request for Written Quotations 23 September 2013 Subject: W912BU-13-R-0064 Sunshades This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. This solicitation is a request for quotations (RFQ). Quotations are being requested at this time, and a separate written solicitation will not be issued. Set-Aside Status: This requirement is for an acquisition of supplies to be used outside of the United States, and will not be set-aside. A price evaluation adjustment will not be used. Response Closing Date: All responsible sources may submit a quote, which shall be considered by the agency, by no later than 3:00PM EST, 26 September 2013. Quotes shall not exceed five pages. Quotes shall be submitted electronically with the subject quote mark W912BU-13-R-0064 Sunshades, quote mark to the Point of Contact below. Requiring Activity: U.S. Army Corps of Engineers, Philadelphia District, CENAP-CT-S 100 Penn Square East, Wanamaker building, 6th floor, Philadelphia, PA 19107 Point of Contact: Daniel Fabian, Contract Specialist, daniel.e.fabian@usace.army.mil, 215-656-6777 Description: The Government requires eight shade covers for containerized power generators in order to reduce the risk of overheating in high temperature environments like Afghanistan and the Sahara. Because performance specifications are not available, quotes should be based on a brand name or equal basis for the following product: ISO Container Cover, Part Number AK-IC-20, manufactured by Alaska Structures, Inc. Other products will be considered if they meet the salient physical, functional, or performance characteristics of the brand name item that an quote mark equal quote mark item. The following are the minimum characteristics that other products must meet to be acceptable for award: provide continuous shade for an area the size of a standard ISO container (20 feet long x 8.6 feet High x 8 feet wide); maintain a minimum distance from the container roof to avoid heat transfer; can be easily installed by one or two personnel in less than 30 minutes; able to withstand sustained winds of at least 30mph; is impermeable to water; and is available in colors appropriate to match the local environment (e.g. green, tan, brown, etc.). Past performance will be evaluated using PPIRS to determine responsibility, but will not be a weighted factor. After preliminary consideration of all quotations or offers received, the lowest priced brand name product that is suitable to the user will be identified from all quotations received. Then, all lower priced quotations or offers based on the salient characteristics will be quickly screened for compliance with the salient characteristics. See the provision at 52.211-6, Brand Name or Equal, for additional information required for quote mark equal quote mark products. Quotations will not be scored or ranked.
