Description
SOLICITATION. SITE VISIT REQUIRED FOR THIS PROJECT. Combined Synopsis Solicitation Surveillance Cameras This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued as a request for proposal (RFP). Attendance to site visit is required. This acquisition is unrestricted. The applicable NAICS code is 238210. The contractor's proposal must include BOM (Bill of Material) per equipment/items listed for each CLIN on separate official quote. State period of performance, NTE four (4) weeks. This acquisition is being solicited as FOB Destination. Line Item Number Description: CLIN 0001: Quantity: 1; Unit of Issue: Lot; Description: Surveillance Cameras: Purchase and installation of Standalone High Resolution Digital CCTV system cameras for surveillance. Work areas will include Base Defense Operations Center (BDOC, Bldg. 353), Westover Gate (Bldg. 342), Coral Sea Blvd. Gate (Bldg. 352), the tower behind the Wing Command Post, (WCP Bldg. 360), the radar tower on Westover Ave. and the Air Traffic Control Tower, (ATCT) Bldg. 708. The new equipment for this project will consist of two Thermal Imagers, three pan tilt zoom (PTZ) cameras and other associated equipment. Cameras needed and Setup Breakdown per Building: Camera #1 Main Gate, Bldg. 342. Camera #1, a high definition network PTZ camera will be mounted on the edge of the gate canopy directly in front of the Gate. Power and signal cables will be routed to a small Field Distribution Box (FDB). This FDB will house power and modems for the camera. One strand of single-mode fiber will be required for connectivity to the Base Defense Operation Center (BDOC). Camera #2 Westover Gate, Bldg. 352. Camera #2, a high definition network PTZ camera will be mounted on the light pole directly in front of the gate. A Com Net NWKI point to point ethernet transmission system will be used to transmit video from this location to the corner of the BDOC building. The signal from the receive antenna will be routed to the equipment cabinet in the communication room. An FDB will be installed near the pole to house the electronics and other equipment. Power for the camera and FDB will be obtained from the light pole and stepped down to 120VAC. Camera #3 Wing Command Post (WCP) Tower. Camera #3, a Thermal Imager-day camera will be mounted on a heavy duty pole mount near the top of the tower located behind the WCP building. An FDB will be installed at the bottom of the pole to house the power supply, ethernet modem and other equipment. Power for the camera and FDB will be obtained from existing power for the tower lights. A six strand single-mode cable will be installed between the tower and the communication room located inside the building. One strand multi-mode fiber will be required for connectivity to the BDOC Bldg. 353. Camera #4 Radar Tower. Camera #4, a high definition network PTZ camera will be mounted at the base of the radar tower. Power and signal cable will be routed on the existing cable tray into the control building. An ethernet modem, camera power supply and surge arrestor will be mounted on the wall inside the building. One stand single-mode fiber will be required for connectivity to the BDOC Bldg. 353. Camera #5 Air Traffic Control Tower (ATCT) Bldg. 708 (Approximately 200 feet high). Camera #5, a Thermal Imager-day camera will be mounted on a parapet mount attached to the tower guard rail. The power supply and ethernet modem will be mounted near the camera mount in a small FDB. A six strand fiber optic cable will be installed between this FDB and the existing camera FDB for connectivity to the BDOC Bldg. 353. BDOC, Bldg. 353. A computer with the video client software, a USB keyboard and a 46 inch monitor will be installed in the BDOC for operation of the system. Communications Room Bldg. 353. A small equipment cabinet will be installed in the communications room near the BDOC. An ethernet switch, Divar video management system, rack mount monitor and keyboard will be installed for operation of the system. 1. Government Furnished Property: a. Frequency authorization for the microwave system. b. Verify power at the light pole is continuous 220 VAC. c. Obtain permission to mount cameras on the ATCT, radar tower and the pole near the WCP. d. 1 strand single-mode fiber from Bldg. 342 to 353. e. 1 strand single-mode fiber from Bldg. 352 to 353. f. 1 strand multi-mode fiber from Bldg. 360 to 353. g. 1 strand multi-mode fiber from Bldg. 708 to 353. h. 1 strand single-mode fiber from Radar facility to 353. 5352.215-9001 NOTICE OF PRE-BID/PRE-PROPOSAL CONFERENCE (MAY 1996) Alternate I (MAY 1996) (a) A pre-bid/pre-proposal conference will be conducted at Homestead Air Reserve Base (HARB); 29050 Coral Sea Blvd; Homestead ARB, FL 33039 on September 25, 2012 at 9 am for the purpose of answering questions regarding this solicitation. (b) Submit the names of all attendees to Ivelisse Hernandez; ivelisse.hernandez@us.af.mil prior to 9 am on September 25, 2013, tomorrow September 24, for this is a short notice. This information must be provided in advance in order to ensure access to the military base/conference site and adequate seating for the conference attendees. (c) Bidders/Offerors are requested to submit questions to the point of contact noted above not later than September 27, 2013, by 12:00 noon. Information provided at this conference shall not qualify the terms and conditions of the solicitation and specifications. Terms of the solicitation and specifications remain unchanged unless the solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply. (d) A record of the conference shall be made and furnished to all prospective bidders/offerors. The record should include minutes of the meeting, including questions (on a non-attribution basis) and answers. (e) This conference is the only one provided for this contract. (End of clause) 5352.223-9001 HEALTH AND SAFETY ON GOVERNMENT INSTALLATIONS (JUN 1997) (a) In performing work under this contract on a Government installation, the contractor shall: (1) Comply with the specific health and safety requirements established by this contract; (2) Comply with the health and safety rules of the Government installation that concern related activities not directly addressed in this contract; (3) Take all reasonable steps and precautions to prevent accidents and preserve the health and safety of contractor and Government personnel performing or in any way coming in contact with the performance of this contract; and (4) Take such additional immediate precautions as the contracting officer may reasonably require for health and safety purposes. (b) The contracting officer may, by written order, direct Air Force Occupational Safety and Health Standards (AFOSH) and/or health/safety standards as may be required in the performance of this contract and any adjustments resulting from such direction will be in accordance with the Changes clause of this contract. (c) Any violation of these health and safety rules and requirements, unless promptly corrected as directed by the contracting officer, shall be grounds for termination of this contract in accordance with the Default clause of this contract. (End of clause) 5352.242-9000 CONTRACTOR ACCESS TO AIR FORCE INSTALLATIONS (Aug 2007) (a) The contractor shall obtain base identification and vehicle passes, if required, for all contractor personnel who make frequent visits to or perform work on the Air Force installation(s) cited in the contract. Contractor personnel are required to wear or prominently display installation identification badges or contractor-furnished, contractor identification badges while visiting or performing work on the installation. (b) The contractor shall submit a written request on company letterhead to the contracting officer listing the following: contract number, location of work site, start and stop dates, and names of employees and subcontractor employees needing access to the base. The letter will also specify the individual(s) authorized to sign for a request for base identification credentials or vehicle passes. The contracting officer will endorse the request and forward it to the issuing base pass and registration office or security police for processing. When reporting to the registration office, the authorized contractor individual(s) should provide a valid driver's license, current vehicle registration, and valid vehicle insurance certificate to obtain a vehicle pass. (c) During performance of the contract, the contractor shall be responsible for obtaining required identification for newly assigned personnel and for prompt return of credentials and vehicle passes for any employee who no longer requires access to the work site. (d) When work under this contract requires unescorted entry to controlled or restricted areas, the contractor shall comply with all base rules and regulations. (e) Upon completion or termination of the contract or expiration of the identification passes, the prime contractor shall ensure that all base identification passes issued to employees and subcontractor employees are returned to the issuing office. (f) Failure to comply with these requirements may result in withholding of final payment.
