Description
Below is some of the draft L&M language and clause the Government plans to use for the GSSC effort pertaining to the labs. If you have any comments please email jody.lindley@hill.af.mil by 12:00 MST 26 September 2013. Section L Transition The offeror shall provide a transition strategy outlining the approach for transferring responsibilities from the Partial Bridge Contract (PBC) to the GSSC/Government, including the transfer of Government-furnished property (GFP), software code (and associated compilers), data, documentation, tools, and models used in the execution of sustainment and acquisition support requirements and a description of how data rights issues will be handled. The proposed approach shall demonstrate completion no later than 6 months after contract award. The offeror shall describe their facilities and equipment, or their ability to obtain facilities and equipment, necessary to meet the requirements of the PWS. If the offeror does not have current possession and/or access to these necessary facilities and/or equipment, the offeror must submit a thorough, low risk plan for gaining access to and/or establishing the necessary facilities and/or equipment within 6 months of contract award. Open teaming between offerors and the incumbent Original Equipment Manufacturers (OEM) is encouraged; see FAR 3.301 (Reports of Suspected Antitrust Violations). Section M Transition The Government's evaluation of this subfactor will focus on the offeror's transition strategy and how well it meets PWS requirements, risk of performance, strengths, weaknesses, and deficiencies. The proposed approach must be sound (ordinarily well developed), feasible, effective, and clearly demonstrate with precise and explicit evidence the full capability and experience their team possesses for performing transition efforts. The Government will evaluate the offeror's description of the facilities and equipment and/or their plan to obtain facilities and equipment necessary to meet the requirements of the PWS. The Government will evaluate the offeror's approach to determine if it adequately satisfies the scope of the PWS requirements. The offeror must also demonstrate the ability to obtain these facilities and equipment within 6 months of contract award. Clause EXCLUSIVE SUBCONTRACT ARRANGEMENTS Contract offerors shall not establish exclusive arrangements with their subcontractors, suppliers or in any way establish a requirement that their subcontractor or suppliers cannot provide their goods and services with other prime offerors under this contract. An exclusive arrangement has the intent of requiring the subcontractor or supplier to only provide their goods or services to one or a limited number of offeror.
