PLEASE NOTE THIS SOURCES SOUGHT NOTICE IS ISSUED FOLLOWING A PRESOLICITATION NOTICE ISSUED ON 06 SEPT 2013 (associated with number N00189-13-R-Z103). THE SEPTEMBER 6, 2013 PRESOLICITATION NOTICE IS HEREBY CANCELLED AND REPLACED WITH THE FOLLOWING: This Sources Sought Notice follows a synopsis which was posted to FBO on 06 Sept 2013. Additional information, including a revised NAICS Code, is provided in this notice to prompt a review of the of 100% small business set-aside strategy. This is a sources sought notice to determine the availability of potential small business sources capable of providing project management and program support services to the Naval Health Research Center, San Diego, CA in support of the Naval Center for Combat and Operational Stress Control (NCCOSC) program. The mission of the Center is to improve the psychological health of Sailors and Marines through comprehensive programs that educate service members, decrease stigma, build resilience, aid research, and promote best practices in the treatment of combat and operational stress injuries. NCCOSC initiatives are innovative, informed by science, and provide measurable, wide-reaching results. The effect is a culturally relevant center which leverages sound medical knowledge to enhance the ability of naval leaders at every level to make informed decisions which will preserve psychological health and to assist service members to retain or restore psychological well being and optimal function. The Center requires support services for NCCOSC's efforts to preserve psychological health; assist Sailors and Marines in retaining or restoring psychological well-being and optimal function; and facilitate research efforts in Navy Medicine on Psychological Health and Traumatic Brain Injury (PH/TBI). The following Contractor tasks are included in the support of the NCCOSC requirement: • Responsible for developing and implementing the NCCOSC education and training programs. • Development of a standardized framework for core clinical and care management processes. • Collaborate with the Navy Line, Fleet Marine Forces and Navy Medicine clinicians, residents, and community researchers to collect and analyze data and disseminate result • Develop the content and delivery of Combat and Operational Stress Control, Resilience and Caregiver Operational Stress Control (CgOSC) training • Evaluate the effectiveness of care delivery programs • Coordinate and develop strategic communications products focused on topics in psychological health and directed toward a Navy and Marine Corps audience. • Publish NCCOCS quarterly newsletter • Provide support in the area of survey development, program evaluation, data management, analysis and dissemination for various projects and programs • Maintain a Research Facilitation program with a capacity to support up to 50 subsequent elements to include study design and development, Institutional Review Board (IRB) approval, data collection, data management and analysis and dissemination in support of the overall objectives of the program. • Establishment of a comprehensive data management program and subsequent elements to support the overall objectives of the NCCOSC programs and applications. • Manage a public facing website in accordance with Navy guidelines to include updates as submitted by the other departments and approved by the PAO. A Cost Plus Fixed Fee non-personal services contract is anticipated that will consist of a one year base period and two, one year option periods. The North American Industrial Classification System (NAICS) code for this acquisition is 541990 and the size standard is $14 million. An Organizational Conflict of interest clause will be included in the Solicitation, as the support services impact other programs, including those within the Bureau of Medicine and Surgery Wounded, Ill and Injured Directorate. In addition, the business entity must hold an active Federalwide Assurance (FWA), and possess a Navy Addendum; Medical Liability Insurance is also required. Offerors possessing the requisite skills, resources and capabilities (including an approved accounting system) necessary to perform the stated requirement are invited to respond to this source sought notice via the submission of an executive summary, no more than five (5) pages in length. Responses must use twelve point Times New Roman font. The submission should include the following information: 1) company name, address, and point of contact with corresponding phone number and e-mail address 2) DUNS number, business size and classification 3) relevant corporate experience information. Relevant corporate experience information is defined as experience (within the past five years) that is of the same or similar services to that which is described herein and a technical description of ability to meet the requirement (2 references). The corporate experience should include the applicable contract number, total number of FTE, contract period of performance, a brief description of the services provided AND the relevancy of the services to the proposed NCCOSC requirement. A customer point of contact with corresponding telephone number and e-mail address should also be included. A brief description of the capability and resources should accompany the references and address technical competencies, organizational experience relative to the key task areas, provide a statement regarding the accounting system, and provide a statement regarding the status and expiration date of the FWA and Navy Addendum. Standard brochures and/or paraphrasing of the Source Sought Notice will not be considered sufficient to demonstrate the capabilities of an interested party. All submissions are required to be submitted via e-mail to cathy.kelly@navy.mil no later than 1:00pm (local time/Philadelphia, PA) on 27 Sept 2013.
