- The National Endowment for the Arts (NEA) intends to issue a sole source commercial item purchase order, using FAR Part 13.105(b) Simplified Acquisition Procedures in accordance with FAR 5.101(a)(2), with only one responsible source that will satisfy the agency's requirement with Silber & Associates, that is currently working with the NEA to analyze and present results from the 2012 Survey of Public Participation in the Arts (SPPA) and currently developing the data file and user documentation for the SPPA. Silber & Associates shall review the survey questionnaire in its entirety, alongside prior-year versions to prepare a summary report based on the results of the analysis of the 2012 Survey of Public Participation in the Arts. Also, prepare a report that analyzes the strengths and weaknesses of the 2012 SPPA questionnaire and methodology, as well as "lessons learned". Based on Silber & Associates most recent work, knowledge and experience with the SPPA Survey, the report shall provide an analysis of factors that may have led to a higher non-response rate in 2012 (25%) versus in 2008 (15%) and evaluate the changes in 2008 to 2012. They shall report on technical issues and questions that have arisen during the analysis of the findings. The report will be 30 pages in length and consist of a 2 page executive summary, 3-4 pages addressing each module of the questionnaire. The section addressing the second core module -a new module to the SPPA will be slightly longer. Also, included is the "lessons learned" from their work on the SPPA and any implications for future survey design. The critique of the 2012 questionnaire shall be meaningful and productive. This notice is for informational purposes only. This notice of intent is not a request for competitive quotes or proposals nor will a formal solicitation be issued. A determination by the Federal Government not to compete with this proposed contract action based upon responses to this notice is solely within the discretion of the Federal Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The NAICS code is 541720 and small business size standards in millions of dollars are $19.0.
