Description
Notice of Intent to Sole Source The Department of the Air Force, Air Education and Training Command (AETC) intends to negotiate a Sole Source non-commercial, 5 year (FY14-FY19) indefinite delivery requirements contract with Lockheed Martin Aeronautics Company (Lockheed Martin Aero) for C130J maintenance training in Iraq. Lockheed Martin Aero is the original equipment manufacturer (OEM) for the C130J and the only one with access to all technical, flight, and manufacturing data; engineering drawings; and manuals required to complete the C130J maintenance training. This proposed contract action is pursuant to the authority of 10 USC2304(c)(1), as implemented by FAR 6.302-1(a)(2),--Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Pursuant to FAR 5.207(c)(16)(i) all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The proposed procurement is for training courses for defensive system specialists, crew chiefs, instrument and flight control specialists, communication and navigation specialists, propulsion specialists, hydraulics specialists, environmental specialists, electrical specialists, maintenance supervisors, fuel system specialists, and on-the-job training. The contractor's unique qualifications or nature of the acquisition requires the use of the authority cited for the following reasons: a. Lockheed Martin Aero is the only contractor that can provide training/courseware required for the C-130J maintenance training in Iraq. b. Lockheed Martin Aero is uniquely qualified and well experienced at supplying this type of highly specialized training and ancillary training support services. Lockheed Martin Aero is the OEM and the sole developer of the C-130J aircraft. No other contractor is capable of providing this specialized training.
