Description
The U.S. Environmental Protection Agency (EPA) Office of Enforcement and Compliance Assurance (OECA), under the authority of the Federal Acquisition Rules (FAR) Part 13, Simplified Acquisition Procedures, intends to issue a sole source purchase order to Sigma Space Corporation for purchase of a Mini Micro Pulse Light Detection and Ranging (LIDAR) system and accessories. Scope and Capabilities: The objective is to enhance the National Enforcement Investigations Center?s (NEIC) field monitoring capabilities during compliance investigations, and to provide continued support of the Agency?s air toxics initiative and next generation compliance activities. It will fortify NEIC?s leadership in identifying opacity emissions for both criminal and civil enforcement investigations. The LIDAR system detects and records opacity in a variety of environmental conditions, including night. The MiniMPL system has the following desired features which will enhance the capability of NEIC?s compliance-related field operations: 1. MiniMPL systems are classified Class II laser products and are fully compliant with 21 CFR 1040.10 and.11 (USFDA/CDRH), EN60825 (IEC) and Z136.1-2000 (ANSI) for use in the United States and overseas. 2. MiniMPL systems are designed for 24/7 autonomous, unattended operation and are used as such in aerosol/cloud monitoring stations worldwide. NASA and USDOE and their partner sites have networks that use MPL instruments for continuous monitoring of aerosol/cloud profiles. 3. MiniMPL systems use all solid state lasers with typical pump diode lifetime of >10,000 hours of continuous operation. No flashlamps are required. No water cooling of the laser system is required. 4. MiniMPL systems use a common transmit/receive telescope, designed for superior optical performance and stability. 5. The photon counting detector is fiber coupled and user replaceable in the field with no optical realignment required. The detector replacement takes 15-30 minutes. 6. Fully calibrated system delivered with data acquisition and analysis software. 7. Can be used as an alternate method to determine compliance with opacity standards in the Clean Air Act. 8. The supplier also provides training at their facilities for NEIC staff. This training is solely available from the vendor and is a crucial part in developing NEIC?s expertise with the LIDAR and data acquisition system. The MiniMPL system required by the NEIC has the following features: a. One (1) Mini Micro Pulse LIDAR System [specified for use as an accepted method in promulgated federal Clean Air Act regulations] with the following features (MiniMPL-532): i. Wavelength of 532 nm ii. 3-4 nJ@4000 Hz PRF iii. 80 mm beam diameter iv. Single photon counter v. Eye Safe Class II laser (with a range of 15 kilometers) vi. Continuous data collection and data acquisition vii. SigmaMPL software that integrates manages and analyzes data collected from the MiniMPL b. Two-Axis Scanner for Mini Micro Pulse LIDAR, to determine depth of plume in the path of the laser (MiniMPL-SCAN) c. All weather enclosure for Mini Micro Pulse LIDAR unit (MiniMPL-ENCL) to maintain a constant and consistent environment for the unit. d. Programmable camera with pan/tilt/zoom, with image capture feature that integrates with the SigmaMPLsoftware. e. GIS/GPS to record the location of the Mini Micro Pulse LIDAR unit and displays the signal plot over a Google map f. Integrated weather station for collection of weather data, including humidity, that integrates with SigmaMPL software. g. Custom software to report location and extinction (opacity) through plume emissions during scans of plume, additional LIDAR instrument control for method use, and customized control mechanisms to program scanning modes for the MiniMPL unit. NO SOLICITATION OR REQUEST FOR QUOTE IS AVAILABLE. The Sigma Space LIDAR system is the only highly portable LIDAR unit manufactured in the US, and that possesses the necessary equipment for the NEIC. Additionally, the system is specific to and compatible with equipment and procedures of NEIC for this type of air toxics monitoring. Notwithstanding, any firm who believes it is capable of meeting EPA's requirement as stated herein may submit a response, which if received within 2 calendar days of the date of this announcement, will be considered. Responses to this posting must be in writing. A determination not to compete the proposed Purchase Order based upon the responses is solely within the discretion of the Government.
