Description
RFQ Parachutes Request For Quotation (RFQ) for (8) Parachutes This combined synopsis/solicitation is a Request For Quotation (RFQ). The Government is contemplating award of a purchase order for this requirement to purchase (8) Advanced Parachute Systems (APS). This requirement is a 100% small business set-aside under NAICS code: 314999 (size standard 500 employees), and will utilize FSC code: 1670. The following information, terms & conditions are hereby provided: a. Type of Contract: Purchase order, Firm Fixed Price b. Description: The government requires (8) Parachute systems. The contractor shall supply, bundle and ship all necessary components of parachute systems for United States Air Force pararescuemen. The product supplied by the contractor must meet all of the salient characteristics as described below: We require purchase of all items listed below, completely assembled and ready for use, which comprise the Advanced Parachute Systems (APS): 1. Eight Complete Harness container systems on the USAF Approved for use list, each including: • Harness must be compatible with and include the Skyhook Main Assisted Reserve opening Device (MARD) Reserve Static Line • Comfort/Spacerfoam back pad due to extended wear during military vs. civilian operations. • Clear Reserve Pin Closing Flap, to enable checking of the reserve pin as required for MFF Operations • AAD Installed on Reserve Pin Flap, to enable checking of the reserve pin as required for MFF Operations • Harness must be fully articu lated (hip and chest) with stainless steel hardware • Container must include a collapsible pilot chute with kill line bridle, steel "D handle" reserve rip cord, pillow cutaway handle. • Container must come with a protective gear bag for the harness/container (color: black) • Each container must include a reserve spare parts kit including: cutaway and reserve handles, reserve pilot chute & freebag 2. Eight Automatic Activation Devices with operation matching that of the Military Cypres AAD (Cypres-2 AAD Expert and VIGIL are compatible). 3. Eight 230 square foot, 7 or 9 cell main canopies (color: blue) with collapsible sliders 4. Eight 218 square foot, 7 cell, reserve canopies (color: white) compatible with the harness/container rigged and the Skyhook RSL as stated above. 5. Eight Altimeters: Mechanical, Analog, Small Dial, Glow Face, back of hand. All items are on the Approved for Use List (AUL) contained within AFI 11-4 10 PERSONNAL PARACHUTE OPERATIONS. c. Instructions: The product must be brand name or equal, and specifications for all items contained in the pack, must meet or exceed the salient characteristics described above. Delivery will be FOB destination to the address provided below. Simplified Acquisition Procedures will be used in accordance with FAR 13.106-2. d. Proposal due date and time: On or before 25 Sep 2013 at 15:00 p.m. EDT e. Other relevant information and Terms and Conditions: Award will be made on the basis of the lowest priced quote that meets or exceeds the minimum required salient characteristics. Price is the determining factor for award. Offerors shall state delivery terms in the quote. Registration at SAM.gov is required where the offeror must have completed FAR 52.212-3, Offeror Representations and Certifications - Commercial Items The selected Offeror must comply with the following commercial item terms and conditions, which are incorporated herein by reference: FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, paragraph (a) and the following clauses in paragraph (b): 52.225-13 and 52.232-33. Quote preparation instructions: Since award will be based on competition, offerors are highly encouraged to quote their most advantageous pricing in their response.
