Description
Notice of Intent to Award a Sole Source Contract Department of Veterans Affairs VHA Program Contracting Office East, 1100 First Street, NE, Suite 735F Washington, DC 20002 intends to award a sole source contract under the authority of 10 U.S.C. 2304(c)(1) - FAR 6.302-1(a)(2)(ii)(A) - Only one responsible source and no other supplies or services will satisfy agency requirements, to Dr Jean Sipe, 8406 North Brook Lane, Bethesda, MD. Nature and/or Description of the Action Being Processed: 1.The nature of the action being processed is a new, firm-fixed price contract not to exceed $24,000.00. Objectives. The objective of the contract is to provide tailored training to the key participants in the HSR&D SMRB process, in order to enhance the consistency and quality of the peer review, which is intended to help HSR&D to identify the most promising health services research to meet HSR&D's mission. 2.Scope. The Contractor shall review current peer review policies and practices of HSR&D, and provide tailored training as described in the Purpose above. The Contractor will also provide a detailed training curriculum with measurable objectives and deliverables, a Peer Review Manual (Principles and Best Practices) for use by HSR&D staff, a Chairperson Training document, and a Reviewer Training document. This specialized training in peer review best practices for the key members of HSR&D's scientific merit review program. The training needed by HSR&D is highly specialized to the needs of the Service. HSR&D provides intramural support to highly skilled research investigators, based in large part on the scientific peer review process conducted by SMRB. Investigators submit Veteran-centric research proposals in response to announcements related to specific areas of programmatic interest to HSR&D. SRAs oversee and manage scientific portfolios, and are responsible for managing the scientific merit review of research proposals. This merit review process involves working with VA intramural scientists, and extramural scientists with needed expertise, to determine the scientific merit of research applications. After the conclusion of SMRB meetings, SRAs work with HSR&D leadership to determine which research applications are most meritorious, based on a number of criteria. The training activity is needed to enhance the quality and effectiveness of HSR&D's peer review process, which is essential for ensuring high-quality, innovative, and patient-oriented research. Training is needed for SRAs, review panel chairpersons, and reviewers. 3.Mandatory Tasks and Deliverables. The contractor shall provide in-person training to HSR&D Program Managers who, in their roles as Scientific Review Administrators (SRAs), are responsible for the fair and objective proceedings of the HSR&D SMRB; this will include providing a Peer Review Manual with a summary of principles and best practices. The contractor will also provide training, either in-person or via a teleconferencing format such as a CyberSeminar, for the Chairpersons of the various HSR&D SMRB subcommittees; this will include providing a Chairperson Training document. The contractor will also provide training, either in-person or via a teleconferencing format such as a CyberSeminar, for those reviewers who serve on the SMRB as either appointed or ad hoc members. If for any reason, any deliverable cannot be delivered on time according to the below schedule, the contractor shall provide a written explanation three days prior to the due date to the Contracting Officer Technical Representative (COTR). This written transmittal shall include a commitment of when the work shall be completed. This transmittal to the COTR shall cite reasons for the delay, and the impact on the overall project. The COTR will review collaboratively with the program office and issue a response in accordance with the contract terms and conditions. Unless otherwise specified an electronic copy shall be placed in the designated SharePoint site or other site designated by the Chief Business Office (CBO). The contract will be awarded as a new firm-fixed-price contract THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES; however, any firm that believes it can meet the requirements may give written notification prior to the response due date and time. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to perform the requirements. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with the award. Responses are due by September 25, 2013, 2:00 p.m. (ET). Responses shall be submitted via e-mail to Merenica.banks@va.gov. Telephone requests or inquires will not be accepted.
