- USCG C4ITSC 3rd Party Cost Baseline Unit Assessment of TISCOM's IAD Business Practices Pre-Solicitation Notice/Synopsis This is a sole source synopsis being released pursuant to Federal Acquisition Regulation (FAR) Part 10: Market Research and FAR Subpart 8.405-6, as supplemented with additional information in this notice. This is restricted to only one source. The Government intends to award a GSA Task Order on a sole source basis to Java Productions, Inc. (JPI). This Synopsis does not commit the Government to contract for any supply or service whatsoever. Further, the United States Coast Guard (USCG) is not at this time seeking proposals, and will not accept unsolicited proposals. Respondents are advised that the United States (U.S.) Government will not pay for any information or administrative cost incurred in response to this Synopsis. All costs associated with responding to this Synopsis will be solely at the responding party's expense. At this time, proprietary information is not being requested, and respondents shall refrain from providing proprietary information in response to the Synopsis. Responses to the Synopsis will not be returned. Please be advised that all submissions become Government property and will not be returned. Not responding to this Synopsis does not preclude participation in any future Request for Quote (RFQ), when issued; however, the RFQ will be solicited as a sole source only. In accordance with FAR 15.201(e) responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract. It is the responsibility of the interested parties to monitor this site for additional information pertaining to this Synopsis and any future RFQ. SCOPE: The USCG C4IT Service Center (C4ITSC) has a requirement to provide all services necessary to provide a 3rd party unit assessment (cost baseline) of the Telecommunications Information Systems Command (TISCOM) Information Assurance Division (IAD). These services are in support of the missions and requirements of the United States Coast Guard (USCG) Command, Control, Communication, Computer, and Information Technology C4IT Service Center (C4ITSC) to unify the Coast Guard's information technology support structure and business practices into a single mission support model for the entire Coast Guard. Services for this procurement include: Program/Project Support, Program/Project Integration, Process Analysis and Improvement Support, Facilitation Services, and Consulting Services related to the Unit Assessment, a project to establish a comprehensive baseline of the entire USCG C4IT enterprise. These services will support the missions and requirements of the C4ITSC The period of performance for this task order is one year. Java Productions, Inc. (JPI) 2270 Kraft Drive, Suite 1850 Blacksburg, VA 24060-5130 Description of Supplies/Services: In February 2009, the Coast Guard established the Command, Control, Communications, Computers, and Information Technology (C4IT) Service Center. The establishment of the C4IT Service Center meets one of the Commandant's Coast Guard Modernization Initiatives to shift to a functions-based command structure that will standardize processes and procedures across all locations, missions, and asset types. The primary mission of the C4IT Service Center is to unify the Coast Guard's information technology support structure and business practices into a single mission support model for the entire Coast Guard. A significant road block to unified support is the lack of a comprehensive baseline of the entire C4ITSC infrastructure. Establishment of this baseline will help eliminate costs associated with maintaining and supporting redundant and excess inventory and identify potential vulnerabilities to the infrastructure. Currently, all baseline information has been obtained; but follow-on work is required to transform, analyze, and present the data in a usable format that will be maintained by government personnel.
