- THE US GOVERNMENT INTENDS TO AWARD A SOLE SOURCE CONTRACT FOR THE FOLLOWING: The Office of the Chief of Public Affairs (OCPA) is tasked with quote mark telling the Army story quote mark to our shareholders, the American people. One aspect of that mission is providing video and audio content to Army.mil site visitors. Current video cloud service, Brightcove, provides video content and meta data to 300 web pages within the Army.mil website. Not having Brightcove would eliminate all video content on those pages. Not procuring Brightcove eliminates some capability of quote mark telling the Army Story quote mark and impacts all of HQDA, DRUs, Installations, Garrisons, and the American Public. The service is reliant on AKO Server and Brightcove has access to AKO architecture to work and allow historical review and usage of the archived 9,000 plus videos. Without Brightcove, the Army loses access to over 9,000 meta data files. If Brightcove is not renewed, it would mean removing video players from all CORE pages effected (there are over 300), including the homepage, senior Army leadership pages, all organization pages, etc., leaving black boxes on those pages. It also effects non-CORE pages that utilize video as well, including Medal Honor (latest recipient will receive his award in October), and several other microsites that contain video. The media library is in the works to replace these dependencies long term, but there needs to be a phase-out plan, which will require Brightcove to be active, so as to provide gap coverage until all references to this service are replaced. This requires us to pay for a year's services to Brightcove even though we only need the transition time to move over to YouTube. Thus, it is imperative OCPA has a video cloud service during a transition period to maintain continuity until fully completed. If not, all the video players, to include the ones playing Army Senior leader messages, will go black putting the Army's online reputation at risk. Authority Cited: X (a) 10 USC 2304(c) (1) or 41 USC 253(c) (1); FAR 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirement Reason for Authority Cited: X (a) Services can only be provided from the original source as this is a follow-on requirement for the continued provision of highly specialized services. X (b) Award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition.
