- The Mission and Installation Contracting Command (MICC)-Yuma Proving Ground is seeking to identify contractors interested in providing the professional laboratory management and workforce needed for the Material Analysis Laboratory located at United States Army Yuma Proving Ground (USAYPG), Yuma, AZ. This notice is for market research and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the USAYPG. Responses to the query will not be considered as proposals, nor will any award be made as a result of this query. THIS REQUEST FOR INFORMATION (RFI) IS NOT A REQUEST FOR QUOTE (RFQ). It is a market research tool (Federal Acquisition Regulation Part 10) being used to determine potential large and small business firms capable of providing the services described herein prior to determining the method of acquisition and issuance of a RFP. The MICC-Yuma Proving Ground will NOT be responsible for any costs incurred by interested parties in responding to this query. This FedBizOpps notice is an announcement seeking market information on businesses capable of providing the laboratory management and workforce needed to render the services as described in the attached draft Performance Work Statement (PWS). MICC-Yuma Proving Ground is currently conducting market research to determine qualified, experienced, and interested potential sources capable of providing Material Analysis Laboratory services on-site at USAYPG. The information requested herein will be used within the Army to facilitate decision making and will not be disclosed outside the agency. Should a future solicitation evolve from this preliminary planning process, it is anticipated the period of performance will be a base year plus 4 option periods beginning Fiscal Year (FY) 2014. The North American Industry Classification System (NAICS) code contemplated for this requirement is 541380, Testing Laboratories with a size standard in millions of dollars $14.0. The incumbent contractor is Amaratek, 11494 Sorrento Valley RD Ste N San Diego, CA, 92121-1318. The current contract number is W9124R-11-P-1054. It is the Government's intention to solicit this requirement on an unrestricted basis; however the current capabilities of industry, to include large and small business, must be confirmed. As such, both large and small businesses are encouraged to respond. MICC-Yuma Proving Ground is seeking the following information: 1. Company name, address, point of contact (POC), telephone number, fax number, e-mail address, NAICS code, DUNs number, and cage code. 2. Any General Services Administration (GSA) schedules held. 3. Company size (small, large business); if small, indicate socio-economic status (e.g. 8(a), small disadvantaged business, HUB Zone, minority-owned, woman-owned, veteran-owned, etc.). 4. Document the ability to provide the services identified in the PWS. (Include relevant qualifications such as ISO 9001:2000 registration, laboratory accreditations, etc.) 5. Past/Current Performance Background as it relates to performing services of the nature described in the PWS: a. Contract identification number(s) b. Title and a brief summary of the scope of the effort c. Contracting agency or firm (Government or commercial) d. Approximate value of the contract(s) e. Type of contract/s, (e.g., fixed price, cost reimbursement, time & materials, etc.) 6. Provide information regarding the following including the rationale supporting your answers: a. What contract type would your organization recommend (include your rationale)? b. What NAICS code would your organization recommend? c. What subcontracting opportunities exist? d. Are the services identified with the PWS customarily performed in the commercial marketplace or are these services performed exclusively for government purposes? e. Does your company have the key personnel with the education, skill, abilities, and experience to manage and perform the requirements described in the PWS? f. What factors are commonly used for evaluating the quality of personnel? g. Given the nature of the work described in the PWS, briefly describe how your company might structure the laboratory staff. h. Describe the extent to which your company is involved in the operation of analytical laboratories. i. Given the nature of the work described in the PWS, describe your corporate resources and how they would enable you to provide substantive and timely technical assistance to the USAYPG laboratory. j. Describe how your corporate management would be capable of continuous evaluation and improvement of a laboratory operation at USAYPG. k. Describe how your organization possesses the resources necessary to help a laboratory operation at USAYPG meet DoD and Army IS/IA requirements as described in the PWS. l. Describe how your organization is capable of providing IT support to a laboratory operation at USAYPG, especially as it pertains to maximizing the use of a LIMS as described in the PWS. m. Describe your organizations ability to manage a credible safety and chemical hygiene program at the USAYPG laboratory. n. Does your company have qualified personnel with secret security clearances or background checks (if so, list the level of clearance)? o. Does your company have, or are you able to obtain, a Facility Security Clearance at the secret level? p. Describe your organization's ability to provide accountability for the government furnished equipment (GFE) as listed in the PWS.
