Description
This correction changes the submission date to 10/11/2013. In accordance with Federal Aviation Administration (FAA) Acquisition Management System (AMS) Policy 3.2.1.2.1 - this announcement is to conduct a market survey for the purpose of soliciting statements of interest and capabilities from interested vendors. This announcement is NOT A SCREENING INFORMATION REQUEST (SIR) or REQUEST FOR PROPOSAL (RFP). Further, the FAA is not seeking or accepting unsolicited proposals. This is the second market survey being conducted for this potential acquisition. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses, or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. The Principal North American Industry Classification System (NAICS) code for this requirement is 541512, Computer Systems Integrator Services with a size standard of $18 Million. The FAA expects to release the associated Screening Information Request (SIR) - Request for Proposal (RFP) in the 1st quarter of FY 2014, with a contract award date of 1st quarter of FY 2015. This is a new acquisition. The failure to obtain adequate and appropriate SBA 8(a) or other small business responses may result in a determination to conduct this procurement under other competitive procedures. All responses (one per company) are to be provided on company letterhead and limited to a total of 15 typewritten pages. No type font less than 11 point may be used. Background: The operation of today's National Airspace System (NAS) is supported by a variety of weather sensing and processing systems maintained by Federal agencies and private entities. These disparate sources of aviation weather data sometimes conflict with one another, creating challenges for efficient operational planning and decision-making. Furthermore, consistent NAS-wide weather information is rarely available in any one location. As a result, NAS-wide operational coordination requires excessive, ad hoc discussion among stakeholders, which is time-consuming and inefficient. The realization of the Next Generation Air Transportation System (NextGen) will require changes to the FAA ™s weather architecture. The integration of weather information into air traffic management decision support tools, which will require an increased use of weather data with high spatial and temporal resolutions, and the increase in the number of weather data users, will impose significant demands on the capacity of the FAA Telecommunications Infrastructure (FTI) Operations Internet Protocol network. The addition of new types of data sources and new users could also require costly, purpose-built connections and service adaptors to translate among data formats. The FAA has identified a need for a solution that will address the inconsistency of weather data and the limitations in network coverage and scalability. Through data filtering and standardization of data formats, the CSS-Wx System will enable the efficient publication of high-resolution aviation weather data from the variety of producing systems to weather information users throughout the NAS. The CSS-Wx System will provide users with access to the NAS-wide weather information required for operational planning. It will be scalable to facilitate the addition of new systems. Acquisition: The CSS-Wx System will be the single provider of aviation weather information for the FAA. It will provide weather information in standardized formats for use by the FAA ™s Air Traffic Organization (ATO), commercial aviation, general aviation, and other Federal agencies. The CSS-Wx System will provide weather products produced by the NextGen Weather Processor (NWP), the National Oceanic and Atmospheric Administration's (NOAA) Web Services system, and other weather data sources. The CSS-Wx System will provide the following high-level capabilities: Standardize weather information in common formats identified by the Open Geospatial Consortium (OGC); Store, archive, and retrieve weather information; Filter weather information geospatially and temporally based on a user ™s requirements; Disseminate weather information via the System Wide Information Management (SWIM) system; and Perform weather data management. The CSS-Wx System will operate on the FTI Operations IP network, and will provide weather information to users external to the NAS through the NAS Enterprise Security Gateway. The scope of work of this procurement will include the design of the CSS-Wx System, the selection of system hardware, the development of system and client software, integration, testing, deployment, help desk and operational support, and ongoing maintenance of the system. The scope of work may also include the acquisition, implementation, and integration of a NOAAPORT receive system. Purpose: The FAA conducted a market survey for this procurement in 2011 to obtain information for the FAA to consider in choosing the method and type of procurement competition and to determine whether adequate competition exists. The purpose of this market survey is to determine if the marketplace for the anticipated CSS-Wx services has changed. All interested vendors are asked to respond to this market survey, regardless of whether they provided responses to the previous market survey. The failure to obtain adequate and appropriate SBA 8(a) or other small business participation may result in a determination to conduct this procurement under other competitive procedures. The FAA requires copies of certification letters for interested service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the Small Business Administration (SBA) for participation in the SBA's 8(a) Program. Vendor Capabilities: Due to the scope, size, and complexity of the CSS-Wx system, the FAA anticipates that the successful response to the RFP may represent a teaming arrangement of multiple contractors. The FAA encourages participation in the FAA Mentor-Protégé program. The FAA has not yet decided on a procurement strategy. The FAA expects the successful vendor to possess knowledge, capabilities, and experience in the following areas: Program management; Information technology, including hardware deployment and software development; Service-oriented architecture; Efficient bandwidth utilization; Use of geospatial data filtering and messaging, specifically to include a publish once and subscribe many times capability; Knowledge of FAA weather sensors, weather formats, and air traffic management systems; and Knowledge of Open Geospatial Consortium (OGC) standards and geospatial data reformatting and compression. In order to make this determination the FAA requires the following information from interested vendors: Capability Statement: All responders must provide a Capability Statement that addresses the following (in order): 1.Type of services provided by your firm (including teammates or subcontractors) that demonstrate the capabilities listed above; 2.Services provided under previous contracts to enable the dissemination of weather or similar data that are similar in size, scope and complexity to this effort; and 3.Detailed past performance information for at least three (3) previous contracts including program title, customer name, project dates, project value, customer point of contact, and description of work performed. Mandatory Requirements For Expression of Interest: In order to be considered responsive, organizations expressing interest in this matter must provide the following: a)Capability Statement (as defined above); b)Completed Business Declaration Form (attachment #1); and c)Copy of SBA 8(a) Certification Form or proof of service-disabled veteran-owned small business status (if applicable).
