- This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse (NIDA), Office of Acquisitions, Station Support/Simplified Acquisition Branch, on behalf of the National Institute of Mental Health (NIMH), intends to negotiate and award a purchase order on a noncompetitive basis to the International AIDS Society, Avenue de France 23, Geneva, Switzerland, 1202, for journal supplement publishing services for the NIMH Division of AIDS Research. The period of performance is twelve months. The National Institute of Mental Health (NIMH) has a requirement for journal supplement publishing services for the NIMH Division of AIDS Research in Bethesda, Maryland. The purpose of this purchase order will be to publish an NIMH Division of AIDS Research supplement to the Journal of the International AIDS Society (JIAS) issue of HIV stigma reduction interventions. Specifically, the contractor shall provide a 96-page English-language supplement to include a maximum total of 15 peer-reviewed manuscripts in the JIAS on behalf of the NIMH. The Journal of the International AIDS Society (JIAS) is the only vendor with the global reach and a specific interest in the issue of stigma and discrimination required by the NIMH Division of AIDS Research. The JIAS is the sole journal of the International AIDS Society, which convenes the largest bi-annual HIV conference in the world. Thus, JIAS has a significant reach within both the scientific and lay community. There are no other vendors capable of providing these publication services other than the International AIDS Society. This acquisition is being conducted using policies unique to the acquisition of commercial items prescribed in FAR Part 12, in conjunction with the policies and procedures for solicitation, evaluation, and award prescribed in Part 13, Simplified Acquisition Procedures, and is exempt from the competition requirements of Part 6. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Comments to this announcement, referencing this synopsis number, may be submitted to the NIDA SS/SA Branch, prior to the closing date specified in this announcement, electronically to the attention of John Flannery, at flanneryje@mail.nih.gov.
