- 1. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. 1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 334511 which has a corresponding Size standard of 1,000. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 2. Program Details: The Government owns only limited data rights and level one drawing's that are insufficient to use to qualify new sources. Currently, the Air Force knows of only one source, Battelle, Cage Code 79986, that is known to own or have the legal right to use the engineering and technical data necessary to successfully repair these items. Interested sources may identify their interest and capability by responding to the described requirement. Interested sources that possess the capabilities of obtaining the required technical, engineering, and manufacturing data from the original OEMs, and possess the capabilities to repair these items can submit information regarding their capabilities. Interested sources must maintain facilities and personnel to store, maintain, and operate systems acceptable to the government. Information received must include (1) complete and current engineering data to demonstrate the acceptability of the offered parts (i.e. salient physical, functional, and serviceability characteristics), and/or (2) data that the offered parts have been satisfactorily repaired for the Government or the original OEM. THIS INFORMATION MUST BE RECEIVED WITHIN (30) DAYS FROM THE DATE THIS NOTICE IS PUBLISHED. This request for information (RFI) is not a request for competitive proposals and does not constitute a fill requirement, or a commitment, implied or otherwise, that procurement will be accomplished. This is not a request for proposal or invitation for bid. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Response to this RFI is voluntary and the Government assumes no responsibility for costs incurred by the contractor in responding to this RFI. These costs remain solely the responsibility of the responding contractor. Responding to this request in no manner guarantees a contract will be awarded to the respondent. The information provided is to the best of the Government's knowledge of plans, desires, and general situation as it exists at this time. Please recognize that all information contained in this RFI is to be used for future planning and is therefore subject to change.
