- Propane, Carbon Dioxide, and Carbon Dioxide Tank Rental. THIS IS A COMBINED SYNOPSIS/SOLICITATION for commercial item prepared in accordance with the format in FAR Subpart 12 and 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Solicitation number M0026313T0048 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-69 and DFARS Publication 20130909. The Regional Contracting Office, Marine Corps Recruit Depot-Parris Island, SC intends to solicit and award a Firm Fixed Price Indefinite Delivery Requirement contract for the purchase of propane, carbon dioxide and carbon dioxide tank rental. The period of performance is for a base period of twelve months, plus two (2) one-year option periods. The solicitation will require Offeror's proposals to price options which will be included in the overall evaluation of offers for award in accordance with Federal Acquisition Regulation (FAR) Subpart 17.2. This solicitation is issued as 100% small business set aside. The North American Industrial Classification System (NAICS) code for this requirement is 325120 and the size standard is 1,000 employees. A Nonmanufacturer Rule Class Waiver exists for this NAICS code. The contract requirements, as well as all applicable provisions and clauses, for this procurement are outlined on the following pages. The basis for award will be made based on the lowest price technically acceptable (LTPA) as outlined in the solicitation. Offerors shall respond to this announcement by submitting quotations in accordance with FAR 52.212-1. Submission of quotes shall include the following: (1) Past Performance: provide two past performance reference (not more than 3 years old). Past performance references shall be similar to this requirement in scope and size. Include POC, contract number and contract amount. (2) Price: all pricing quoted shall be FOB Destination. (3) Completed reps and certs in System for Award Management (SAM) or completed FAR 52.212-3. (4) Signed 1449 (blocks 30a, b, & c) It is the intent of the Government to issue one award; however, the Government reserves the right to issue multiple awards. The closing date and time for this solicitation is September 25, 2013 at 10:00 AM (EDST). Offerors are responsible for ensuring that their submitted quote has been received and are legible.
