- The Naval Research Laboratory (NRL) Plasma Physics Division, is a significant part of the national research effort on Inertial Confinement Fusion (ICF), laser-matter interaction, particle beam-matter interaction, high power lasers for fusion application, strong field physics, and production and investigation of shock waves in gasses and solids. The objective of this procurement is to obtain the necessary technical and engineering R&D services for the Laboratory's efforts in laser-plasma interaction, beam-plasma interactions, shock physics, high power microwave interactions, sensing technologies, and the high speed, high dynamic range diagnostics associated with the research efforts and other projects. Support will also be required for the operation, maintenance, and modification of existing facilities including the NIKE, ELECTRA, SWORD, T3, TFL, and CW kilowatt lasers (and numerous other lasers used in these facilities, or to be added at a later date), as well as high power Gyrotrons and the target facilities, experiment facilities, and diagnostics dedicated to these lasers. This shall include the contractors design, fabrication, installation, repair, maintenance and support of research hardware and related equipment. The contractor shall furnish design and engineering support, as well as machining, construction, and the acquisition and assembly of hardware needed to conduct experiments. The contractor shall perform design work both on-site and off-site. The contractor shall provide professional and technical on-site support to coordinate designs with existing hardware, and to assemble, for debugging, maintenance, repair and support of research hardware delivered to the Government and to repair and/or modify existing hardware (such as laser amplifiers vacuum systems, optical systems or diagnostics). The Period of Performance for this effort will be sixty (60) months from date of award. The North American Industry Classification System (NAICS) is 541712. A complete Performance Work Statement (PWS) will be available as part of the solicitation. It is anticipated that an Indefinite Delivery Indefinite Quantity (IDIQ) contract with Cost Plus Fixed Fee (CPFF) and Firm Fixed Price (FFP) type orders will be made as a result of the solicitation. NRL uses Electronic Commerce (EC) to issue Requests for Proposals (RFPs) and amendments to RFPs. Paper copies of the RFP will not be provided. The actual closing date for proposals will be stated in the solicitation when issued. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency.
