- Pre-Solicitation Notice Pre-solicitation Notice: Synopsis Date: 24 Sep 2013 Contracting Officer Zip Code: 45433 Classification Code: U - Education & Training Services Contracting Officers Address: 2300 D Street, WPAFB, OH 45433 Subject: Spatial Disorientation Trainer Program Proposed Solicitation Modification: FA8621-13-R-6312 Set Aside: Total Small Business Anticipated Closing Response Date: 25 Nov 13 Contracting Officer: Michelle Brinkman Contract Line Item Numbers: 1000 Spatial Disorientation Training System; 2000 Training; 3000 Initial Spares; 4000 Site Survey; 5000 Contractor Logistics Support (CLS); 6000 Replenishment Spares Anticipated Contract Award Date: May 2014 Contractor: TBD Description: The United States Air Force will be conducting a source selection resulting in the award of a single contract to a single offeror to procure, field, and support a commercial Spatial Disorientation (SD) training system. The SD Trainer Program will acquire motion-based trainers with basic aircraft control and performance displays representative of generic training aircraft cockpit controls and functionality for Air Education and Training Command (AETC). The contract period of performance is up to six years (one base year with five additional one-year options). The anticipated Request for Proposal (RFP) release date is 25 Oct 13. Offerors will have 30 days to respond to the RFP once released. The contractor must meet the requirements of the System Performance Specification, Statement of Work, and all other RFP documents. The anticipated firm fixed price contract will be for production of up to four SD training systems, installation, initial operator and maintenance training, initial spare parts, commercial manuals, and contractor logistics support of the fielded systems. This will be a competitive best value trade off source selection set-aside for small business conducted in accordance with Federal Acquisition Regulation (FAR) Part 15, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), and the Air Force Federal Acquisition Regulation Supplement (AFFARS). Award will be made to the offeror who is deemed responsible in accordance with FAR Part 9, as supplemented, whose proposal conforms to the solicitation's requirements, and is judged, as based on this solicitation, to represent the best value to the Government.
