Contractor shall display comprehensive knowledge of the military lifestyle and structure. Contractor shall have basic administrative skills (word processing, establishing and effectively working budgets, completing and processing forms, and compiling statistical reports). Contractor shall read, speak, write, and understand English sufficiently to clearly communicate with and instruct clients, colleagues, and supervisors. Contractor should have an international driver's permit and be willing to drive a 8 PAX van during Cultural Adaptation outings. GENERAL Scope of Work: Contractor shall operate the Kleine Brogel local community support center (CSC), Bldg 250, also known as the Family Support Center (FSC). The purpose of the CSC is to reduce some of the stress associated with permanent change of station and temporary duty assignments by providing information, programs, and activities for single military members, married military members and their families. a. The contractor will provide those services at the community center or at other designated locations. For example, outreach may be accomplished at base picnics, community center, dining facility or other official functions. Services will be performed in support of the military community cultural adaptation efforts for all valid ID cardholders. b. Services will be provided during the period of 1 Nov 2013 to 31 Oct 2014, with one option period to renew for one (1) year for the performance period 1 Nov 2014 to 31 Oct 2015. c. Evaluation Criteria: Ideally, contractor shall have a minimum of two years of experience in customer service. Contractor shall display comprehensive knowledge of the military lifestyle and structure. Contractor shall have basic administrative skills (word processing, establishing and effectively working budgets, completing and processing forms, and compiling statistical reports). Contractor shall read, speak, write, and understand English sufficiently to clearly communicate with and instruct clients, colleagues, and supervisors. d. Schedule of Work: Contractor shall ensure that the Community Support Center will be open during the hours of 0800-1200 Tuesday through Friday, except for American holidays and family days. Work schedule may be adjusted with the approval of the Mission Support Flight Commander to accommodate for an event, customer demand or mission requirements. II. SPECIFIC TASKS Contractor shall follow the established procedures in AFI 36-3009 (Family Support Center Program), AFI 3011 (Air Force Relocation Assistance Program RAP) Family Services Policies and Non-appropriated Fund (NAF) guidelines. a. The Contractor will provide Cultural Adaptation outings once a quarter. The Contractor will also provide a minimum of one social event per month. The purpose of the outings and social events is to assist newcomers and other community residents to culturally adapt to the local duty station environment through exposure to community personnel, language, shopping, public transportation systems, and other experiences arranged by the Contractor. All proposals will be submitted to the Mission Support Flight Commander three months prior to the event. a. The proposal should include the type of event, place, date and cost for approval from the Mission Support Flight Commander. b. Activities should be publicized by sending out emails to Family Members, Active Duty Members and First Sergeants. Flyers should be posted at the Resale Store, Post Office, Community Support Center, the Dining Facility and the Kleine Brogel Facebook. c. After each event the contractor shall submit customer and event evaluation report. b. Contractor will ensure local community information is available (maps, booklets, flyers, etc.). Contractor will contact local tourist and city centers to gather literature and information. Literature will cover aspects of daily life, travel, and cultural adaptation. c. Contractor will market and publicize programs by creating a calendar on the computer. The calendar should be published and disseminated to customers, installation office and posted NLT the 1st of every month. d. Contractor will be responsible for the Kleine Brogel Loan Locker. Contractor will maintain accountability of items in storage and those that have been loaned out. Items available for loan will be advertised in the Community Support Center and other available networks (i.e. Kleine Brogel Facebook, Share point, etc.). Additionally, contractor will prepare and distribute overdue notices. e. Contractor is expected to coordinate key turnover and brief users on cleaning responsibilities, if the facility is used after-hours, on weekends, or holidays. f. Computer Network access: Contractor will have a computer network access and a unit E-Mail Account. A National Agency Check and Computer Security Clearance will be initiated immediately upon hire. Ability to attain proper security clearance is necessary to the job performance and not optional. g. The contractor will ensure that the Community Support Center is neatly maintained. The host nation custodial contractor will vacuum the floors; empty the trash, and other minor cleaning tasks in accordance with the terms of the conditions of their contract. However, the overall responsibility for cleanliness lies with the Community Support Center Coordinator and the Library contractor. h. It is highly desired that the Contractor possess an International Driver's Permit and be willing to drive an 8 PAX van during Cultural Adaptation outings. III. PHYSICAL SECURITY: The contractor shall: a. Close all windows and lock all doors in the Community Support Center (bldg. 250) at the end of each day. b. After hours, respond within one hour to secure any unsecured room Community Support Center (bldg. 250). c. The contractor shall not remove any government property from the premises, unless authorized by the contracting officer. d. Contractor shall report any occurrence of misplaced or lost keys to the Mission Support Flight Commander. IAW contract clause 52.245-2(9) contractor assumes the risk of, and shall be responsible for any loss or destruction of, or damage to, government property upon its delivery to the contractor. Contractor is not responsible for reasonable wear and tear. IV. OTHER: a. All work shall be accomplished in a professional manner. Work that does not conform to the specification contained herein will be justification for rejection. Correction of any deficiency shall be at no cost to the Government. b. The inspection of this contract will be handled via customer feedback. c. Absences: Contractor must inform the 701 MUNSS/Mission Support Flight Commander 24 hours in advance of anticipated absences up to two (2) days except in emergency situations. Any absences longer than three days must be coordinated at least one (1) week in advance.
