- AMENDMENT 2 (SEPTEMBER 25, 2013) The purpose of this amendment is to extend the response due date from September 25, 2013 11:59 PM Eastern Time to September 26, 2013 11:59 PM Eastern Time. COMBINED SYNOPSIS/SOLICITATION Requirement Title Overhead Metal Roll-Up Doors for US EPA Western Ecology Division (WED) Laboratory This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is SOL-HQ-13-00013 and that the solicitation is issued as request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-69 effective September 3, 2013. Quotes are being solicited in accordance with FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures under full and open competition. This requirement is expected to be subject to the Davis Bacon Act. Any resulting wage determinations will be incorporated into the resulting award. Description of Requirement The USEPA Western Ecology Division (WED) is looking to procure overhead warehouse doors for several of their buildings in the Corvallis, Oregon area. The WED has chosen to seek replacement of the existing metal rollup doors with an insulated roll up door to reduce heat transfer. This requirement is for four (4) doors. Two (2) are located in the Shop supply building and they are both 10'x15', the Terrestrial Effects Research Facility (TERF) building has one (1) at 12'x12', and the Willamette Research Station (WRS) has one (1) at 12'x16'. Sizes of doors are expressed in by feet measurements. Work is to be performed at two sites. The Shop and Supply building and the TERF building are located on EPA's WED main site, 200 SW 35th Street Corvallis OR 97333. The WRS building is located at 1350 SE Goodnight Ave, Corvallis OR 97333. WED's Shop and Supply building is a two story structure constructed precast tilt-up, one door has failed and the other is nearing the end of its useful life. WED's TERF building is a one story structure with a high bay area constructed precast tilt-up structure whose door has failed. WED's WRS main building is a two story structure of conventional construction whose door has failed. Some of the doors do not have emergency stop features which present safety issues. Period of Performance The anticipated period of performance is October 1, 2013 - November 14, 2013. Federal Acquisition Regulations (FAR) 52.212-1, Instructions to Offerors?Commercial, applies to this acquisition and as well as the addendum to the provision found in the RFQ.
