- Attachment 14--Site Survey Attachment 13--Sample Tasks Attachment 12--Consent Form Attachment 11--Transmittal Letter Attachment 10--Client Authorization Letter Attachment 9--Cross Reference Matrix Attachment 8--Past Performance Questionnaire Attachment 7--Relevancy Table Attachment 4--Electronic Format for All Proposal Volumes Attachment 3--Labor Rates Matrix Attachment 2--Draft CDRLS Attachment 1--Draft PWS Draft RFP The North Atlantic Treaty Organization (NATO) Air Training Command-Afghanistan (NATC-A) has a requirement to support and sustain up to four (4) C-130H aircraft at the Main Operating Base (MOB) at Kabul, Afghanistan, and as needed, provide on-call support at Forward Operating Locations (FOLs). The Tactical Airlift Division of the Air Force Life Cycle Management Center (AFLCMC), located at Robins AFB, GA, intends to issue a Request for Proposal (RFP), FA8553-13-R-32288. This effort is to be a full and open competition resulting in a Single Award, Firm Fixed Price, Indefinite Delivery Indefinite Quantity contract for Contractor Logistics Services (CLS) support of the four (4) C-130H aircraft at Kabul. The period of performance will be a one (1) year basic with four (4) one (1) year options. A draft RFP and attachments have been posted to fedbizopps ( https://www.fbo.gov ) under FA8553-13-R-32288. Draft attachments 5 and 6 are not currently available, but will be posted with the final RFP. The Government encourages feedback on the draft RFP and attachments. Particular areas of interest are the performance incentive, transition phase-in, security, and CLIN structure. All questions and feedback should be submitted to Jill Thornton at jill.thornton@us.af.mil no later than 5:00 p.m. Eastern Standard Time on 14 October 2013. Questions and answers will be posted to fedbizopps. This is only a draft RFP, and IS NOT A REQUEST FOR PROPOSAL (RFP) nor does it restrict the Government in determining or planning its acquisition approach. The Government will not reimburse interested sources for any costs incurred in preparation of a response to this notice. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract. If a formal solicitation is released it will be posted in fedbizopps. It is the potential Offeror's responsibility to monitor this site for the release of any solicitation or synopsis.
