- Notice of Intent for Verizon Telephone Services The Social Security Administration (SSA) intends to negotiate on a sole source basis with Verizon Communications, 99 Shawan Road, Cockeysville, MD 21030, under the authority of FAR 13.106-1(b) "Soliciting from a Single Source". SSA is relocating nearly 2,000 employees to a new building. Verizon, at the request of the building's owner, is the local exchange carrier (LEC) that provides telephone lines for 6100 Wabash Avenue. Since this is a leased space, SSA needs to work with the telephone service selected by the owner of this location. The Verizon telephone lines for voice services enter the building from the Mt Hope Meet Me Box and must be extended to main equipment room 137 (MER 137). The point the telephone lines are terminated is referred to as the Verizon demarcation point (D-MARC). This D-MARC is the point where Verizon's responsibility ends and SSA's responsibility begins. Verizon is a regulated utility and is the only company that has access to the telephone lines. A voice over internet protocol (VoIP) telephone system will be installed at the 6100 Wabash Building with SSA computer networking equipment. However, devices i.e. fax, modems, digital subscriber line, (DSL) and telephone device for the deaf (TDD) that cannot utilize the technology of the new VoIP system (data communications wiring) must use analog technology (copper wiring). These devices will receive telephone services from ancillary equipment provided from the MER to 27 telecommunication closets. Verizon must engineer and install a D-MARC at MER 137 to allow for 300 paired telephone lines to meet DITM's requirement to support agency staff. For these reasons, the Division of Integrated Telecommunications Management (DITM) believes that Verizon is the only viable vendor to provide the necessary D-MARC. Information received will be considered solely for determining whether to conduct a competitive procurement. The Government anticipates the award of a firm-fixed price Delivery Order. Written responses to this Notice of Intent shall contain sufficient documentation to establish a bonafide capability to fulfill this requirement. A solicitation is not available. Therefore, written and /or verbal requests for copies of a solicitation related to this announcement will not be honored. A determination by the Government, not to compete this requirement based upon responses to this notice, is solely within the discretion of the Government. The government will not pay for any information submitted and responses to this notice must be submitted in writing via email to Madeline.Bryant@ssa.gov no later than September 27, 2013 at 5:00 pm EST.
