Description
This solicitation is for Base Operations Support (BOS) Services for Joint Region Marianas (JRM), Guam. Guam, the largest and southernmost island of the Marianas archipelago, is the westernmost possession of the United States. JRM Guam plays a key role in providing logistic and mission support to the operating forces for all U.S. military forces deployed in the Western Pacific. BOS Services are essential to military operations and facility maintenance on Guam and must be adaptable to JRM's ever-changing operational environment. The solicitation will be advertised on an unrestricted basis inviting full and open competition. The North American industry Classification System (NAICS) Code for this procurement is 561210 and the annual size standard is $35,500,000. The Government intends to award a Cost-Plus-Award-Fee-Award Option contract. The anticipated procurement is for these operations services: Management and Administration, Port Operations, Ordnance, Supply Material Management, Facility Management, Facility Investment, Facility Investment (Andersen AFB), Electrical, Wastewater, Steam, Water, Base Support Vehicles and Equipment, Base Support Vehicles & Equipment (Andersen AFB) and Environmental. The contract period of performance is anticipated to consist of a twelve-month base period (to include a four-month mobilization/phase-in period), four (4) 12-month option periods and, provided eligibility is established, three (3) 12-month award option periods. The Government will not issue a synopsis when exercising the option(s). The Government may require the Contractor to continue performance for an additional period of up to six (6) months under the Option to Extend Services Clause. Offerors can view and/or download the solicitation, and any attachments, at Federal Business Opportunities, www.fbo.gov when it becomes available. All proposals from responsible sources electing to submit a proposal in response to the solicitation, shall be considered. The solicitation utilizes a source selection process that requires offerors to submit a Cost and a Technical proposal for evaluation by the Government. Award of a contract shall be made to the responsible offeror whose proposal, conforming to the solicitation, represents the best value to the Government, Cost and Technical factors considered. The Offeror's Financial/Accounting Management Systems will also be reviewed for compliance with the solicitation and adequacy. The anticipated technical evaluation factors are as follows: (1) Past Performance; (2) Occupational Safety; (3) Staffing and Resources; (4) Technical Approach; and (5) Small Business Utilization. The Government intends to award the contract without discussions in accordance with FAR 52.215-1. However, the Government reserves the right to conduct discussions if deemed necessary to obtain the best value for the Government. A one-time pre-proposal conference and site visit is scheduled on or about 13-15 November 2013 in Guam. The exact location of the pre-proposal conference will be provided at a later date. There is no limit on the number of attendees per company; however there is a maximum of 250 contractor attendees for the pre-proposal conference and site visit. Therefore the pre-proposal conference and site visit will be limited to the first 250 registrants. Each pre-proposal conference/site-visit request must include the following information: full name, gender, citizenship, nationality, name of firm representing, position/title, social security number, complete company address and e-mail addresses. Request needs to note if the representative will be attending the pre-proposal conference, site visit or both. The Government prior to the pre-proposal conference/site-visit may request additional information about proposed site visit attendees. All requests should be sent via e-mail to NFPACQ2@navy.mil by 12:00 p.m. Hawaii Standard Time (HST), 30 October 2013. Failure to submit all required information by 30 October 2013, 12:00 p.m. HST will preclude a firm's eligibility to participate in the pre-proposal conference and site visit. All costs for travel, meals and accommodations will be at the attendee's expense. Additional information will be provided to the registered conference/site visit attendees. The solicitation will be issued on or after 10 October 2013. THE SOLICITATION WILL BE AVAILABLE IN ELECTRONIC FORMAT ONLY. The RFP will be posted on the Federal Business Opportunities Website (FBO) at www. FBO. No hard copies will be provided. IT IS THE CONTRACTORS RESPONSIBILITY TO CHECK THE WEBSITE DAILY FOR ANY AMENDMENTS TO THIS SOLICITATION. Prospective offerors MUST register themselves on the website. Plan holders lists will not be faxed and will be available only at the website listed above. IMPORTANT NOTICE: Previously, offerors were required to register in the Central Contractor Registration (CCR) database and have an active registration in CCR prior to completing their Reps and Certs (Section K of the RFP) in the Online Representations and Certifications Application (ORCA) prior to award of a contract. Offerors are now required to complete their registration in the System for Award Management (SAM) database via the website https://www.sam.gov. If an offeror previously had an active CCR/ORCA account, the offerors information has automatically been incorporated into the SAM database. Offerors are strongly recommended to review their information in SAM to validate that it is current and up to date. Failure to register in SAM makes an offeror ineligible for award of DoD contracts. The information being requested does not constitute a commitment on the part of the government to award a contract, nor to pay for any costs incurred as a result in replying to this notice. This notice should not be construed as a commitment by the government for any purpose.
