THE PURPOSE OF THIS MODIFICATION IS TO ANSWER QUESTIONS THAT WERE RECEIVED IN RESPONSE TO THIS SOLICITATION: Below is a list of questions and answers that were asked in response to the solicitation. Question: Do you want this firm fixed price to include PM(Semiannual) and labor for all repairs for 12 months, and the Army will provide funding for parts after approval ? or does this RFQ want firm fixed price for PM (semiannual) all labor and all parts for the repairs for 12 months? Answer: Firm fixed price for PM (semiannual) all labor and all parts for the repairs for 12 months. Questions: What kind of p.m.'s do you need and At what level do you expect support? Trouble shooting and Repairs quote mark in2. Cost of parts shall be discussed with COR to determine plan of action and for permission to proceed. Under the modification to remove CLIN 0002 for T&M. it states that you want a FFP for (Repair, Maintenance, Service and Upgrades to existing environmental chambers and support of the simulated environment branch. There can be thousands of dollars in upgrades to 80 + chambers. What kind of upgrades would you expect under this contract? Also is this a labor only contract with semi -annual PM/Calibrations performed? Do the calibrations require ISO 17025 accreditation? Will the ARMY provide funding for parts? Answers: 1. Only need pm on electrical/mechanical side of heating and refrigeration of this unit. Not on shaker table itself. 2. Under quote mark 11. Trouble shooting and Repairs quote mark in2, Cost of parts shall be discussed with COR to determine plan of action and for permission to proceed. Due to the age of some of the chambers and the extent of the repair needed, it may be determined not cost effective to repair chamber. 3. Upgrades would consist of chamber components due to age of chambers that may be needed to be replaced due to age which are obsolete or unavailable. 4. Repairs shall include parts, components, and labor to restore the functionality of the environmental chamber to its standard operating condition. 5. Calibrations are performed in house. No calibration needed. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The combined synopsis/ solicitation number is W91ZLK-13-T-0252. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-60. This requirement is a Total Small Business Set Aside. The associated North America Industry Classification System (NAICS) Code is 811219 and the Business Size Standard is 7.0. The Government contemplates award of a Firm-Fixed Price(FFP)and Time and Material Purchase Order. In accordance with the specifications, using Federal Acquisition Regulation FAR PART 13.5, Test Program for Certain Commercial Items. Acceptance shall be at destination listed on Statement of Work. Located at Aberdeen Proving Ground, Maryland 21005. Description of the Requirement: Repair, Maintenance, Service and Upgrades to existing environmental chambers and support equipment of the simulated environment branch. The following is a detailed Statement of Work: STATEMENT OF WORK PERFORMANCE WORK STATEMENT (PWS) INSPECTION, SERVICE, MAINTENANCE, TROUBLESHOOTING AND REPAIRS OF ENVIRONMENTAL TEST CHAMBERS BLDG. 670 ABERDEEN TEST CENTER, APG VISION: All Environmental Chambers are to be maintained and related services are to be performed with no impact on the branch's mission. 1.0INTRODUCTION The servicing, maintenance, and repairs of environmental chambers is a critical mission of the branch in supporting the testing needs of the U.S. Army. The environmental chambers should be properly and regularly maintained in order to achieve a satisfactory result that will comply with the strict testing standard specified on MIL-STD-810G. 1.1 Mission. The success in the performance of various testing procedures on weaponries, ordinance, and other materiel used by the U.S. Army in the nation's commitment in providing peace and stability worldwide is of prime importance, and that these testing procedures are being performed to ensure the safety of our soldiers as well as to ensure that the weaponries that will be deployed will be of high quality and reliability. 1.2 Scope. The following Scope of Work shall be performed by the quote mark Vendor quote mark to be accomplished in accordance with the request submitted by the COR: I.SERVICE AND MAINTENANCE A.MECHANICAL 1.Verification of the running condition of the test chambers, recording all basic mechanical operational data which should include (but not limited) to the following: a.Pressure Readings 1.High 2.Low 3.Static b.Temperature Readings 1.After coil (evaporator) air discharge temperature 2.Superheat 3.Sub-cool 4.Condenser air discharge temperature c.Humidity Readings Note: All recorded mechanical operational data shall be submitted on a written report to be kept on record for future reference 2.Leak testing performance on various components and main points of the refrigeration system of the chambers. 3.Recommend replacement of deteriorated mechanical and refrigeration parts and components that may affect chamber performance. 4.Inspection, service, and maintenance of the following mechanical components: a.Condenser and Evaporator Coils - use non-corrosive and bio-degradable cleaning agent to clean coils to be rinsed thoroughly with pressurized water b.Chamber door gasket for proper sealing c.Compressor d.Accumulator e.Liquid line receiver f.Compressor oil level g.Belt drives and pulleys -check proper belt tension -replace belt drive if needed -apply grease on pulley grease port if needed h.Liquid line sight glass i.Air filters j.Filter driers k.Refrigerant metering device l.Hot gas by-pass valves m.Other mechanical components not listed above 5.Replace (as needed and as recommended) deteriorated and defective mechanical parts and components that may affect chamber performance. B.ELECTRICAL 1.Perform line-to-ground continuity testing (while equipment is quote mark off quote mark ) to verify grounded electrical connections or components. This procedure shall always be conducted prior to troubleshooting chambers so as to avoid shorting the line circuitry of the facilities which could lead to delays on existing operations. 2.Verification of the running condition of the chambers recording all basic electrical operational data which should include but not limited to the following: a.Voltage readings and Current readings on the following points (L-L): 1.Compressor line 2.Fan motor line 3.Main disconnect equipment supply line 4.Dehumidifier units 5.Electrical Heater Note: All recorded electrical operational data shall be submitted on a written report to be kept for future reference 3.Recommend replacement of deteriorated electrical parts and components that may affect chamber performance. 4.Inspection, service, and maintenance of the following mechanical components: a.Magnetic contractors b.Switching relays c.Current relays d.Solenoid coils e.Pressure switch f.Capacitors g.Silicon-Controlled Rectifiers (SCR) h.Terminal blocks i.Printed Circuit Boards j.Compressor k.Blower Motor l.Fan Motor m.Other electrical components not listed above 5.Replace (as needed and as recommended) deteriorated and defective electrical parts and components that will affect chamber performance and operation. C.ELECTRONIC INSTRUMENTATION AND CONTROLS 1.The quote mark vendor quote mark shall perform service and maintenance to the following electronic instruments and controls for existing environmental chambers as shown on Table 1 as needed, as required, and as requested by the COR: a.Micristar Controller -Inspect structural frames and panels of the controller for deteriorations and damage. -Verify operational correctiveness and accuracy (i.e., analog outputs, process variable settings/setpoints, control functions, control modes, alarm status, programmer values, etc.) -Verify digital communication interface with Superview Monitoring System -Inspect wiring connections (RTD, Thermocouple, power wiring, etc.). Tighten loose wiring if needed. b.Moxa -Inspect for deterioration and damage -Inspect correct cable connections and configurations -Check LED indicators for correct functionality c.Honeywell UDC 2500 Controllers -Inspect frame and casing for deterioration and damage -Verify correct functionality and performance -Check Ethernet communication connections -Inspect wiring connections (RTD, Thermocouple, power wiring, etc.). Tighten loose wiring if needed. d.SuperView Remote Monitoring System -Verify real time user interface with chamber controllers (configuration/setup, recipe building, data logging and networking) e.Other electronic instrumentation and controls associated with the environmental chambers as listed on Table I not listed and classified above. II.TROUBLESHOOTING & REPAIRS 1.Troubleshooting and repairs of environmental chambers shall be performed as per request and as needed. 2.All non-working parts and components shall be presented prior to execution of repairs. Cost of parts shall be discussed with COR to determine plan of action and for permission to proceed. 3.Repairs shall include parts, components, and labor to restore the functionality of the environmental chamber to its standard operating condition. Replacement parts and components constitute the following: quote mark all quote mark mechanical, electrical, electronic (instrumentation and controls), and structural parts and components of the chamber. 4.Relocation of existing equipment as well as repair and replacement of existing ductworks shall also be performed as needed and upon issuance of a request order. III.PERFORMANCE SCHEDULE A.EQUIPMENT SERVICE & PREVENTIVE MAINTENANCE -To be performed twice a year (semi-annually, evenly spaced maintenance visits) on all equipment listed in Table 1. -After the performance of the maintenance visit, a detailed report on the condition of all equipment shall be submitted. Status Report should include Equipment Performance Data Sheet and Equipment Status and Reliability Report B.TROUBLESHOOTING & REPAIRS 1.Emergency Repairs (Test in Progress) -Shall be performed within four (4) hours upon notification and submission of a written request. If the request was done in the afternoon, depending on the urgency of the repair that needs to be performed, the COR will coordinate with vendor to determine the earliest time to do the performance. A detailed report on the repair that was conducted should be submitted after the performance of the repair. 2.Regular Repairs -Shall be performed within three (3) to five (5) working days upon notification and submission of request. -A detailed report after the performance of the repair shall be submitted detailing all the necessary parts that were replaced and the status/performance of the chamber after the repair was done. IV.REQUIREMENTS FOR CONTRACTORS A.LICENSING REQUIREMENTS 1.Contractor shall be a duly licensed environmental chamber reparier that possesses a License in Refrigeration repair and maintenance. A copy of Certifications and Licenses shall be submitted to be kept on file for future reference. 2.Servicing, maintenance, troubleshooting, and repairs of environmental chambers shall only be performed by qualified and certified technician(s) with an EPA Universal Technician Type License. A copy of the technician's EPA License shall be submitted to be kept on file for future reference. 3.Other licenses needed to perform servicing, maintenance, and repairs of environmental chamber not listed above. B.LIABILITY INSURANCE 1.The Contractor shall submit a Liability Insurance Policy issued by a duly certified insurance company. V.SCOPE AND LIMITATION OF STATEMENT OF WORK A.PERFORMANCE SCOPE & LIMITATIONS Anything that is not within the scope of this Statement of Work shall be brought to the attention of the COR for approval prior to execution and performance. 2.0 GENERAL REQUIREMENTS This section describes the general requirements for this effort. The following sub-sections provide details of various considerations on this effort. 2.1 Non-Personal Services. The Government shall neither supervise contractor employees nor control the method by which the contractor performs the required task. Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual contractor employees. It shall be the responsibility of the contractor to manage its employees and to guard against any actions that are of the nature of personal services, or give the perception of personal services. If the contractor believes that any actions constitute, or are perceived to constitute personal services, it shall be the contractor's responsibility to notify the Procuring Contracting Officer (PCO) immediately. 2.2 Business Relations. The contractor successfully integrate and coordinate all activity needed to execute the requirement. The contractor shall manage the timeliness, completeness, and quality of problem identification. The contractor shall provide corrective action plans, proposal submittals, timely identification of issues, and effective management of subcontractors. The contractor shall seek to ensure customer satisfaction and professional and ethical behavior of all contractor personnel. 2.3 Contract Administration and Management. The following sub-sections specify requirements for contract, management, and personnel administration. 2.3.1 Contract Management. The contractor shall establish clear organization lines of authority and responsibility to ensure effective management of the resources assigned to the requirement. The contractor must maintain continuity between the support operations at Bldg. 670 Aberdeen Proving Ground, Maryland, and the contractor's corporate offices. 2.3.2 Contract Administration. The contractor shall establish processes and assign appropriate resources to effectively administer the requirement. The contractor shall respond to Government requests for contractual actions in a timely fashion. The contractor shall have a single point of contact between the Government and Contractor personnel assigned to support contracts or task orders. The contractor shall assign work effort and maintaining proper and accurate time keeping records of personnel assigned to work on the requirement. 2.3.3 Personnel Administration. The contractor shall provide the following management and support as required. The contractor shall provide for employees during designated Government non-work days or other periods where Government offices are closed due to weather or security conditions. The contractor shall maintain the currency of their employees by providing initial and refresher training as required to meet the PWS requirements. The contractor shall make necessary travel arrangements for employees. The contractor shall provide necessary infrastructure to support contract tasks. The contractor shall provide administrative support to employees in a timely fashion (time keeping, leave processing, pay, and emergency needs). 2.4 Sub-Contract Management. The contractor shall be responsible for any sub-contract management necessary to integrate work performed in this requirement and shall be responsible and accountable for sub-contractor performance on this requirement. The price contractor will manage work distribution to ensure there are no Organization Conflict of Interest (OCI) considerations. Contractors may add sub-contractors to their team after notification to the Procuring Contracting Officer (PCO) or Contracting Officer Representative (COR). Cross teaming may or may not be permitted. 2.5 Contractor Personnel, Disciplines, and Specialties. The contractor shall accomplish the assigned work by employing and utilizing qualified personnel with appropriate combinations of education, training, and experience. The contractor shall match personnel skills to the work or task with a minimum of under/over employment of resources. The contractor shall ensure the labor categories as defined in the Labor Categories document, labor rates, and man-hours utilized in the performance of each Task Order issued hereunder will be minimum necessary to accomplish the task. 2.6 Applicability. This effort is in support of the existing and future mission of ATC located in and around Aberdeen Proving Ground (APG), Aberdeen, Maryland. 2.7 Location and Hours of Work. Accomplishment of the results contained in this PWS requires work at Aberdeen Proving Ground. Normal workdays are Monday through Friday except US Federal Holidays. Workers typically work eight (8) hours per day, 40 hours per week. Flextime workers start not earlier than 0600 and not later than 0900. Core hours of work are from 0900 to 1500 daily. All employees are expected to be available during core hours. Unless otherwise requested, no work shall be performed during holidays, post closure events, weather, and security closures. 2.8 Period and Place of Performance. The period of performance shall be one base year and two option years, commencing upon issuance of the approved and signed Contract Document. Performance will take place at Bldg. 670 and locations where the Testing Chambers are dispatched at Aberdeen Proving Ground, APG, Maryland. 3.0SPECIAL REQUIREMENTS This section describes the special requirements for this effort. The following sub-sections provide details of various considerations on this effort. 3.1 Security and Safety. Visitor Group Security Agreement. The contractor shall sign a Contractor Visitor security Agreement to protect classified information involved in performance under this contract or Task Order. The Agreement will outline responsibilities in the following areas: Contractor security supervision; Standard Practice Procedures; access, accountability, storage, and transmission of classified material; marking requirements; security education; personnel security clearances; reports; security checks; security guidance; emergency protection; protection of government resources; periodic security review; and other responsibilities as required. 3.2 Government Furnished Materials. The Government will make available the office space, communications, capability, and information for use by the contractor in the performance of this contract. 3.3 Environmental Requirements. The contractor shall comply with all documents listed below: Mandatory Requirements: EPA Universal Type License for all technicians 4.0DELIVERABLES A.0 Service, Maintenance, and Repair Reports (monthly, quarterly, and after each visit) A.1 Equipment Status Report END OF SECTION Please provide quotes for the following: $_______ CLIN 0001 Maintenance and Repair (FIRM FIXED PRICE) PLEASE PROVIDE ALLl LICENSES AS STATED IN SECTION IV OF THE PERFORMANCE WORK STATEMENT. All offered items must meet the specifications of the proposed applicable item or the offer will be rejected as technically unacceptable. A technically acceptable offer is required to fully meet all the specifications. The technical evaluation will be a determination based on information furnished by the vendor. The Government is not responsible for locating or securing any information which is not identified in the offer. The Government reserves the right to make an award without discussions. The Government reserves the right to award on all or none basis. 52.212-3, Offerors Representations and Certifications Commercial Items An offeror shall complete only paragraph (l) of this provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov.
