Government Response to Industry GOVERNMENT RESPONSE TO INDUSTRY Reference: In response to Draft RFP Posted 13 Aug 2013. As a result of the responses received by the Government, the team has formulate a response to assist potential offerors in understanding the requirement and aid in developing proposals when the formal RFP is released. End of Amendment to Notice..................09252013 DRAFT RFP This amendment is a modification to the pre-solicitation notice to post the DRAFT RFP. This is not the actual Request for Proposals. Please see the Industry Response form in the notice attachments for drafting questions related to this DRAFT RFP. Utilization of this format is mandatory for responding to this DRAFT RFP. The deadline for receipt of the industry responses related to this DRAFT RFP is 3 SEPT 2013. END OF AMENDMENT Synopsis 1. Estimated issue date is 22 JUN 2013, and Estimated Close date is 22 JULY 2013 2. RFP# - FA8118-13-R-0045 3. PR# - FD2030-13-00423 4. Nomenclature/Noun - Power Drive Unit (PDU) 5. NSN - Input: 1650-01-430-2135 FW and/or 1650-01-385-3868 Output: 1650-01-430-2135 FW 6. PN - Input: DAA3116P419-367 and/or DAA3116P419-361 Output: DAA3116P419-367 7. Application (Engine or Aircraft) - B-2 8. AMC - R2/C 9. History - Last buy 24 Aug 2012 (Hamilton Sundstrand). The previous contract was FA8118-12-D-0031. 10. Description: Five Year Fixed Price Requirements Type Contract is contemplated. A one-year basic, with four one-year options. L/I 0001 - Test & Evaluate (includes No Fault Found Items) L/I 0001AA - Basic Year-Best Estimated Quantity (BEQ) of 12 EA. L/I 0001AB - Option Year One-BEQ of 12 EA. L/I 0001AC - Option Year Two-BEQ of 12 EA. L/I 0001AD - Option Year Three-BEQ of 12 EA L/I 0001AE - Option Year Four-BEQ of 12 EA Delivery is 1 EA every 45 DARO order/reparable *In the event an item is received and is tested and it is discovered there are no faults, the government will make a determination to return to supply as serviceable or move forward with the overhaul. L/I 0002 - Limited Overhaul L/I 0002AA - Basic Year-Best Estimated Quantity (BEQ) of 8 EA. L/I 0002AB - Option Year One-BEQ of 8 EA. L/I 0002AC - Option Year Two-BEQ of 8 EA. L/I 0002AD - Option Year Three-BEQ of 8 EA L/I 0002AE - Option Year Four-BEQ of 8 EA Delivery will be negotiated after performance of the test and evaluation L/I 0003 - Overhaul L/I 0003AA - Basic Year-Best Estimated Quantity (BEQ) of 4 EA. L/I 0003AB - Option Year One-BEQ of 4 EA. L/I 0003AC - Option Year Two-BEQ of 4 EA. L/I 0003AD - Option Year Three-BEQ of 4 EA L/I 0003AE - Option Year Four-BEQ of 4 EA Delivery will be negotiated after performance of the test and evaluation L/I 0004 - Over and Above (TBN) L/I 0005 - DD 1423 CDRL's (Not Separately Priced) Required Delivery - 5 per month beginning 180 days ARO This acquisition will be competed as Full and Open Competition. 11. Mandatory Language: An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Interested parties are invited to call the Ombudsman at 405-736-3273. DO NOT CALL THIS NUMBER FOR SOLICITATION REQUESTS. Qualification Requirements Apply to this requirement - Award will be made only if the offeror, the product/service or the manufacturer meets qualification requirement at time of award, in accordance with FAR clause 52.209-1 or 52.209-2. The solicitation identifies the office where additional information can be obtained concerning qualification requirements and is cited in each individual solicitation. A written response is required The anticipated award date for this acquisition is 24 Aug 2013. Electronic Procedures will be used for this solicitation. 12. Export Control - NA 13.
