Description
The U.S. Environmental Protection Agency (EPA) Office of Enforcement and Compliance Assurance (OECA), National Enforcement Investigations Center (NEIC), under the authority of the Federal Acquisition Rules (FAR) Part 13, Simplified Acquisition Procedures, intends to issue a sole source purchase order to SenSevere LLC for purchase of a Wireless Environmental Monitoring Platform with an Integrated Bromide Monitoring System, including training and technical support. Scope and Capabilities: This requirement is to acquire a wireless environmental monitoring platform with an integrated bromide monitoring system to enhance NEIC?s field monitoring capabilities during compliance investigations, and to provide support to the Agency?s next generation compliance activities. It will fortify NEIC's leadership in identifying permitted, unpermitted, and/or previously unknown water pollutant sources in both criminal and civil enforcement settings. The SenSevere monitoring platform and system has the following necessary features which will enhance the capability of NEIC?s compliance-related field operations: a wireless monitoring platform and a device capable of monitoring bromide. The compact, wireless monitoring platform will operate for the duration of an investigation (up to 4 weeks) in the field, collecting signals from a wide range of compatible sensors, and transmitting such information from the point of measurement in the field to a remote location within 50 miles. This allows: 1.Remote monitoring of sites without a significant man-power commitment. 2.Ability to scale the number of sensors that integrate with the platform. 3.Ability to scale the number of sites that are monitored. 4.Data transmission is compliant with the Federal Information Processing Standard (FIPS) 140 and 140-2 set forth by the National Institute of Standards and Technology. 5.Rugged design: Water and dust proof (to-be ANSI 12.12.01 severe environment certified). 6.On-board data back-up/storage. 7.Equipped with re-chargeable primary battery and back-up batteries, capable of normal operation for 30 days and back-up operation after battery alarm for 3 days. The bromide sensor is capable of integrating into the SenSevere remote sensing environment. The sensor is capable of both stand-alone operation and easy integration into the SenSevere remote monitoring environment. The bromide sensor allows: 1.Monitoring of bromide at a site without a significant man-power commitment. 2.Ability to scale the number of sites that can be monitored. 3.Rugged Design: Water and dust proof (to-be ANSI 12.12.01 severe environment certified). 4.On-board data storage, and/or data transmission to the SenSevere wireless remote monitoring environment. 5.Equipped with re-chargeable primary battery. 6.Auto-calibration and self-diagnosis of problems. Will alarm given any issues with the unit. This requirement also includes an allowance for onsite training, a crucial part of fully developing and maintaining NEIC?s expertise with the remote monitoring system and bromide sensor. Furthermore, this requirement also includes equipment upgrades from time to time as they become available and field support for a period of 1 year. NO SOLICITATION OR REQUEST FOR QUOTE IS AVAILABLE. The SenSevere monitoring platform is the only platform capable of detecting levels of bromide below 80 ppb, wirelessly transmitting data within a 50 mile radius, capable of self-monitoring, self-diagnosis, and auto-calibration capability, and that is ANSI 12.12.01 severe environment certified. Notwithstanding, any firm who believes it is capable of meeting EPA's requirement as stated herein may submit a response, which if received within 2 calendar days of the date of this announcement, will be considered. Responses to this posting must be in writing. A determination not to compete the proposed Purchase Order based upon the responses is solely within the discretion of the Government.
