- This is a SPAWAR Systems Center Pacific combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures. This announcement constitutes the only solicitation. Competitive quotes are being requested under N66001-13-T-0056. This requirement is set-aside for small business. The NAICS code is 334111 and business size standard is 1,000 employees. This is a brand name requirement for IBM equipment and Red Hat Software listed below in ITEMS 0001 through 0004. No substitute will meet the requirements. See attached justification. To be considered for award, the offeror certifies that the products being offered are original, new, and Trade Agreements Act (TAA) compliant IBM and Red Hat products, and that the products are eligible for all manufacturer warranties and other ancillary services or options provided by the manufacturer. Offerors are required to submit documentation with the offer identifying its supply chain for the products or offers will not be accepted. In addition to supply chain information, offerors shall also state that all products are new, TAA compliant, and in their original IBM and Red Hat condition. By making an offer, the offeror also consents to cancellation of award if, upon inspection after delivery, any products provided are not recognized or acknowledged by the manufacturer as new and original products that are eligible for warranties and all other ancillary services or options provided by the manufacturer. ITEM 0001: International Business Machines (IBM) system x3850 X5 each equipped with: 1) four (4) Intel Xeon Nehalem EX 8 core CPUs Central Processing Unit architecture yielding 32 Intel Xeon cores operating at 2.67 GHz 2) Main memory of at least 256 Gigabytes. 3) 2 x IBM 300GB 10K 6Gbps SAS 2.5" SFF Slim-HS HDD. 4) Double precision floating point computation rate greater than 278 Giga floating point computations per sec per system. 5) Red Hat Enterprise Linux 6 Operating system, installed. MFR PART NUMBER: 7143AC1 QUANTITY: 2 SERVER CONFIGURATION: This is a custom configuration. See attached x3850 X5 Configuration Spreadsheet for the requirements of each custom configuration (each 7143AC1 shall have this complete configuration). ITEM 0002: IBM System Storage EXP2512 Express Storage Enclosure with twelve (12) Serial Attached SCSI (SAS) Hard Disk Drive (HDD) Bays with 24 Terabyte Capacity Storage. Each IBM EXP 2512 shall come with a quantity of two (2) 1 meter SAS Cables compatible with IBM System Storage EXP2512, and a quantity of eight (8) 2 Terabyte (2 TB), 7200 RPM, six (6) Gb/s SAS Near Line (NL) 3.5 Inch Hard Disk Drives that are compatible with the IBM System Storage EXP2512. MFR PART NUMBER: 1747HC1 QUANTITY: 2 (To clarify, there shall be a total of two (2) IBM EXP2512 storage units, four (4) SAS cables, and 16 hard drives for Line Item 0002.) ITEM 0003: IBM Remote Technical Support (RTS) for System x - Base - Three (3) Year Duration. MFR ITEM NUMBER: 6756N02 QUANTITY: 2 ITEM 0004: Red Hat Enterprise Linux for Server, 64 Bit, Four (4) Socket, up to one (1) Guest per Server with three (3) year Standard Subscription and Support included. (This item shall be preloaded on both of the IBM x3850 X5 in ITEM 0001, and each shall be 64 bit) MFR ITEM NUMBER: 5731RSR QUANTITY: 2 Basis for award: The government anticipates awarding a firm-fixed price purchase order. This is a lowest price, technically acceptable procurement, i.e. award will be made on the basis of the lowest evaluated price of quotes meeting the requirements in this solicitation. This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-69 (09/03/13) and Defense Federal Acquisition Regulation Supplement (DFARS), DPN. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions.
