- Word document-sources sought Sources Sought The Centers for Disease Control and Prevention (CDC), Center for Global Health (CGH), has developed this Sources Sought advertisement as a means of conducting market research and to request capabilities and briefing statements of interest from contractors to attend an Industry Day in Nairobi, Kenya during the week of Oct. 14 2013. THIS IS A REQUEST FOR INFORMATION ONLY. It is not a Request for Proposal, a Request for Quotation, and invitation for Bids, a Solicitation, or an indication the CDC will contract for the items contained in the RFI. This RFI is part of a Government market research effort to request capabilities and interest and will be treated as information only. In accordance with FAR 15.201€, responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responses to the RFI are strictly voluntary and the government will not pay respondents for information provided in response to this RFI. Responses to the RFI will not be returned and respondents will be notified of the result of the review. The RFI/ Sources Sought does not restrict the Government's acquisition approach on a future Solicitation. Brucellosis incidence study ii. Acute-Febrile Illness (AFI) incidence study iii. Population-based Infectious Disease Surveillance (PBIDS) iv. Evaluation of SMS-based and mobile-phone based disease surveillance projects 2. Clinic-based data and specimen collection for syndromic surveillance projects a. Locations: Kenya, Tanzania, Somalia, Ethiopia, Uganda and border regions of those countries b. Sample GDD Projects: i. Brucellosis incidence study ii. AFI incidence study (Kenya and Somalia Border region) iii. Respiratory Disease Sentinel Surveillance (Kenya and border regions) iv. Emerging Pandemic Threat AFI study (Tanzania) v. Rapid mobilization of outbreak response support to support MOH (DDSR and FELTP) response to outbreaks • Support development of survey materials • Mobilize/support local and field-based responders for community-based response activities • Local procurement of response material • Development and provision of health education/public awareness materials 5. Risk Communication & Preparedness a. Locations: East Africa b. Sample GDD Projects: i. Development of appropriate communication messages and channels to effectively pass preparedness messages • Risk communication material development and dissemination ii. Development of preparedness plans that support the MOH prepare before emergencies • Development of Preparedness plans and EOC establishment • Local procurement of Preparedness materials • Pre-positioning of preparedness materials in the field Operational 1. Public Health Development and Implementation- responsible for the planning, organizing, and facilitation of public health workshops for regional public health partner engagement, strategic planning, and data dissemination. a. M-health surveillance (PBIDS) iv. Re-write of PBIDS protocol to expansion urban sites, include SES and DSS components v. TAC implementation vi. Programmatic Program management - Assists with administration of program tasks including partner coordination, activity management, budget support, meeting organizations, recording of program activities, progress report writing, file and document management, inventory management, project timeline management. a. Strategic planning and program evaluations - Assists CDC programs in strategic planning processes and development and to conduct quantitative/qualitative program evaluation activities in order to improve project efficiency, prioritize projects, determine points of better integration among programs, determine strategies for short, mid, and long term implementation. a. Locations: Kenya b. Programs: i. HDSS cost-effectiveness/ cost-benefit evaluation ii. Finalization of PBIDS program evaluation iii. Separately and distinctly describe which of the required capabilities listed above that your organization possesses and indicate your organization's role (prime contractor, first tier subcontractor, and/or supplier) in related contracts. Please list previous government work related experience in regards the descriptions of services listed above. 5. Include how your company is prepared or experienced in working with foreign government and competence in international taxation laws, obtaining passports and VISA, working in foreign countries specifically on the continent of Africa and the countries in which these services will take place.
