- Contract Line Items (CLINs) Deliverables Technical Evaluation Criteria This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation No. DTRT57-14-Q-80001 is issued as a Request for Quotation (RFQ). This solicitation is being conducted under FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures. This solicitation document and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-69, effective September 13, 2013. The NAICS Code is 541990; the Small Business size standard is 1,000 Employees. The U.S. Department of Transportation, Research and Innovative Technology Administration, John A. Volpe National Transportation Systems Center (Volpe Center), Cambridge, MA, is supporting the Federal Aviation Administration (FAA) with its Terminal Area Forecast Modernization (TAF-M) enhancing the Volpe Center's and the FAA's capabilities to make a focused emissions analysis for the United States (U.S.). The Volpe Center is seeking to acquire technical support required to meet the Volpe Center's TAF-M objectives as described in the Statement of Work (SOW) below. STATEMENT OF WORK (Begin) FAA Terminal Area Forecast Modernization (TAF-M) Integration Support: The Volpe National Transportation Systems Center (Volpe Center) is the lead developer of the FAA Aviation environmental Portfolio Management Tool (APMT). To support Next Generation Air Transportation System (NextGen) analyses, the Volpe Center has determined that the APMT Economics Module (APMT-E) will need to have the capacity to shift from the existing global route-group level to a U.S. domestic city-pair level, as well as process demand-based input from the FAA's Terminal Area Forecast (TAF) to generate future year operations in the Volpe Center's frequent analyses for FAA and the International Civil Aviation Organization (ICAO) Committee for Aviation Environmental Protection (CAEP). The work contained within this Statement of Work (SOW) will make possible a TAF Modernization (TAF-M) enhancing the Volpe Center's and the FAA's capabilities to make a focused emissions analysis for the U.S. The purpose of this statement of work is to provide context for the technical support required to meet the Volpe Center's TAF-M objectives: • Integration of forecasts • Enhance website functionality Description/Technical Approach The contractor shall support TAF-M under the following tasks: Task 1: Integration of General Aviation (GA) and Military operations forecasts into TAF-M framework In support of FAA activities with TAF-M, the contractor will build various relational tables and procedures to integrate general aviation and military operation forecasts into the existing TAF-M framework. These procedures and relational tables are critical elements in a program to have TAF-M replace the Terminal Area Forecast system. Under this task the contractor will: a. Following iteration with Volpe and APO analysts and others, develop additional relational database tables and procedures that are needed to fully integrate general aviation and military operations forecasts into the TAF-M framework. b. In coordination with Volpe, APO, and other analysts, define the specific needs for additional data and analytical tables needed for specific types of analysis. Work Details: In conjunction with Volpe, APO, and other analysts, identify and develop the necessary relational database tables and procedures. Deliverables: Develop additional relational database tables and procedures that are necessary to fully integrate general aviation and military operations forecasts into the TAF-M framework. Define the specific needs for additional data and analytical tables needed for specific types of analysis. Task 2: Enhancing website functionality The TAF-M is planned to replace the Terminal Area Forecast system as the official forecast of aviation activity at airports contained in the National Plan of Integrated Air Service (NPIAS). The primary vehicle to provide public access to the forecast data is through the use of a TAF-M website. This effort will address this issue. Under this task the contractor shall: a. In coordination with Volpe, APO, and other analysts, identify and develop requirements for TAF-M website to replace existing TAF website. These requirements will be used to define the enhancements necessary to have the TAF-M website replace the existing Terminal Area Forecast website. b. Iterate with Volpe, APO, and other analysts on specific areas for further investigate and develop databases and standardized reports that support NextGen trends analyses. Work Details: In conjunction with Volpe and APO analysts, identify the necessary data from TAF-M framework to be made publicly available. In similar fashion, identify the necessary reports, graphic capabilities, and website utilities upon which forecast information from TAF-M framework can be made available to public. Deliverables: Identify and develop requirements for TAF-M website to replace existing TAF website. Further investigate and develop databases and standardized reports that support NextGen trends analyses. Task 3: Integration of non-towered and non-commercial service facility forecasts into the TAF-M framework The TAF-M is planned to replace the Terminal Area Forecast system as the official forecast of aviation activity at airports contained in the NPIAS. As part of the plan to replace the TAF, the TAF-M needs to incorporate forecasts of activity at non-towered and non-commercial service facilities throughout the NPIAS. Volpe and APO will develop these forecasts using techniques currently employed in the Terminal Area Forecasts. However, work is needed to incorporate the forecast output into the TAF-M. The required format for the addition of this data will be provided by the FAA APO Forecast office. Under this task the contractor will: a. Identify, develop, and document the necessary routines and processes to incorporate output from APO's forecasts of aviation activity at non-towered and non-commercial service airports in the NPIAS. b. Identify and develop necessary databases and data tables incorporating output from APO's forecasts of aviation activity at non-towered and non-commercial service airports in the NPIAS. Work Details: In conjunction with Volpe and APO, define the required format for the non-towered and non-commercial service airport forecast data In conjunction with Volpe and APO, develop necessary databases and data tables to incorporate output from APO's passenger and operations forecasts at non-towered and non-commercial service airports in the NPIAS. Deliverables: Identify, develop, and document the necessary routines and processes to incorporate output from APO's passenger and operations forecasts at non-towered and non-commercial service airports in the NPIAS. Identify and develop necessary databases and data tables incorporating output from APO's passenger and operations forecasts at non-towered and non-commercial service airports in the NPIAS. Deliverables and Due Dates Table can be found in Attachment No. 3. Statement of Work (End) The Government intends to award one (1) purchase order on a firm fixed price basis as a result of this RFQ. This RFQ is expected to result in a single purchase order award, subject to receipt of an acceptable quotation. An award will be made to the source whose quotation, conforming to the solicitation and the SOW, is determined to offer the best value to the Government in terms of 1) technical understanding; and 2) the lowest proposed price. The Offeror shall provide pricing for the Contract Line Items (CLINs) 0001 through 0004 in accordance with Attachment No. 1. FAR 52.212-1, Instructions of Offerors-Commercial Items applies to this acquisition and is incorporated by reference. The Offeror must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. See Attachment No. 2 for additional Instructions regarding the Technical Evaluation Criteria and Attachment No. 3 for Deliverables and Due Dates table. The Offeror is reminded that as of January 01, 2005, it must provide Certifications and Representations online at least annually via the Online Representation ad Certifications Application (ORCA) at the following website: www.sam.gov. Offers must be registered in Central Contractor Registration (CCR) via System for Award Management (SAM.Gov) in order for the Government to proceed with an award. The signed quote must be submitted via e-mail to Karen.Marino@dot.gov. The time for receipt of offers is 3:00 PM Eastern Time on 10/3/2013. The Offeror is reminded that as of January 1, 2005, it must provide Certifications and Representations online at least annually via ORCA at the following website: http://orca.bpn.gov.
