- Description
- The purpose of this Statement of Work is to provide requirements for a follow-on project to the current APEC Technical Assistance and Training Facility (TATF). President Obama has reiterated the importance of creating a "seamless regional economy," and APEC's primary intent is to "support sustainable economic growth and prosperity in the Asia-Pacific region." Thus US-ATAARI's goal is to strengthen the capacity of the APEC Secretariat and APEC's foreign-assistance eligible developing member economies to advance regional economic integration (REI) and achieve the Bogor Goals of free and open trade and investment in the region. The project will implement activities that address selected elements of each of APEC's three "pillars," and will also strengthen the APEC Secretariat's institutional capacity and strategic focus. US-ATAARI will build upon the successes of past USG support to APEC, and it is envisioned that there will be an unbroken continuation of support following the end of the 2008-2013 APEC TATF in December 2013. US-ATAARI has two components. Component 1: Support REI within APEC via activities under each of the three pillars, organized according to the following sub-purposes: Component 2: Increase APEC's institutional capacity for long-term, strategic planning and provide support for its work program. In consideration of the complexity of the tasks of the activity and due to uncertainties involved in the contract performance and the demand driven nature of activity, costs cannot be estimated with sufficiency accuration to use any type of fixed price contract, therefore the cost reimbursement, time and material contract is more appropriate (FAR 16.301-2). Furthermore, due to the nature of the activity, where the level of technical assistance, training and grants provision cannot be fully disclosed or determined at the time of award and will be dependent on the need - the scope of work is considered to be relatively general and thus, the contractor will be required to provide a level of effort for the stated time period, makeing a term-type contract more appropriate than a completion-type contract (FAR 16.306(d)(2)). This Task Order is under the Public Financial Management (PFM) IQC. All IQC holders are given fair opportunity to consider to participate in the solicitation.
