- The 11th Contracting Squadron, Joint Base Andrews NAF, MD intends to award a sole source contract to Katadyn North American Corporation for the service and repair of the 35LA-1 and 06LL-1 Manual Reverse Osmosis Desalinator (MROD). In the absence of qualified sources, a contract will be awarded under the Other than Full and Open Competition procedures outlined in FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. In order to be considered a potential source, interested parties must submit clear and convincing documentation demonstrating the capabilities to satisfy the requirement specified above and advantages of the Government to consider another source along. The documentation shall include prices and descriptive literature containing sufficient technical documentation to establish a bona fide capability to meet this requirement. Only written responses will be considered. All responses from responsible vendors will be fully considered. As a result of analyzing responses to this synopsis, the contracting officer may determine that a solicitation will be issued. If a solicitation is issued, no additional synopsis will be published. Any such solicitation will be issued to the intended schedule vendor and all firms that respond to this synopsis The justification for the sole source is as follows: Katadyn North America is the only company that can provide the service and repairs of the 35LA-1 and 06LL-1 MROD to include salt water flush and pressure test, fresh water flush and membrane preservation dip, rebuild pump, repair internal leaks and replace seals, replace membrane, and install new hoses and clean if needed. All qualified sources shall respond via email no later than 8:00 AM Eastern Standard Time, 27 September 2013. Offers must be submitted to christopher.castro@afncr.af.mil. KENNETH M.
