Description
RFQ Purpose is to acquire an Energy Dispersive X-ray Fluorescence Spectrometer with Multiple Monochromatic Beams, which is capable of measuring lead in paint on a mass percent basis at concentrations relevant to the CPSC limit of 0.009% for paint applied to a variety of substrates, using ASTM F-2853-10. Project to include delivery, unpacking, setup and training of staff on operation by Field Engineer. CPSC has recently established rulemaking which increases the number of items for which we are able to use this technology for testing, and a second instrument will help reduce bottlenecks in the laboratory to improve throughput. Project is to obtain an energy dispersive x-ray fluorescence spectrometer that utilizes multiple monochromatic beams and is able to determine lead in paint on mass per unit mass basis. The Consumer Product Safety Improvement Act of 2008 limits the amount of lead in paint on children's product to 0.009%. There is an ASTM test method, F2853-10, for determining lead in paint by energy dispersive x-ray fluorescence spectrometry using multiple monochromatic beams. Other x-ray fluorescence spectrometers are only able to measure lead in paint on a mass per unit area basis, but not on a mass percent basis as needed to test samples for adherence to this regulation. This product must be delivered to the location mentioned. Product must be unpacked, set up, installed and training to staff and delivery location. All offerors must be actively registered in SAM System for Award Management at time of quote submission in order for quote to be considered.
