Description
NOTE: THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The proposed contract action is for design and survey work in support of the Southeast Louisiana (SELA 26) Urban Flood Control Project for which the Government intends to solicit and negotiate with only one source under authority of 10 USC 2304(c)(1), implemented by FAR 6.302-1 (b)(ii). All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. However, all proposals received within fifteen (15) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government intends to award a Firm-Fixed Price (FFP) contract to Norfolk Southern Corporation (Norfolk Southern Railway Company) for the design services required to properly design/construction multiple rail lines tracks in the path of the SELA 26 project described below. The proposed contractual action is for the design services required to properly layout the needed track location, loading requirements, radius determination, phasing of railroad traffic, and signalization requirements to properly design/construct multiple rail lines tracks. Norfolk Southern is the owner of the railroad that is in the path of the SELA 26 project. The SELA 26 Urban Flood Control Project, Widening of Florida Avenue Canal - Phase IV, St. Ferdinand Street to Peoples Avenue, Orleans Parish La, consists of furnishing all plant, labor, materials, and equipment and constructing the canal widening work on Florida and Peoples Avenue in Orleans Parish, Louisiana. The project includes improvements to two large drainage canals; there are seven railroad crossings that require design relocation as a result of these improvements. The SELA 26 project is located in New Orleans, Louisiana. The Contract Specialist for this solicitation is Lydia A.
