THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation or request for quotes and no contract or purchase order will be awarded from this notice. There is no solicitation, specifications or drawings available at this time. The Military Sealift Command has a requirement for the USNS SAFEGUARD (T-ARS 50) for a Main Propulsion Diesel Engine Overhaul, period of performance 5-30 November 2013. The place of performance will be Pattaya Beach, Thailand. Estimated issue date of this solicitation is on/about 2 October 2013. After issuance, solicitation may be obtained on the MSC 1102 Webpage and FebBizOpps website. Statement of Work: USNS SAFEGUARD T-ARS 50 MACHINERY, PROPULSION ITEM NO. 27 Aug 2013 CATEGORY "A" MSC/N43D/TLJ MAIN ENGINE CATERPILLAR D399 20,000 HOUR MAJOR OVERHAUL 1A MPDE and 10,000 Hour OVHL of MAIN DIESEL GENERATOR 2SGB 1.0 ABSTRACT 1.1 Provide the services of two OEM CATERPILLAR Reps to perform a 20,000 hour major overhaul on one (1) Caterpillar D399 TA Marine 1A MPDE Engine and a 10,000 hour Top End overhaul of 2SGB Diesel Generator. In performance of this work item, the contractor and all subcontractors regardless of tier must comply with the requirements of all applicable GTRs including but not limited to GTRs 1-7. 5.2 The contractor and all subcontractors, regardless of tier are advised to review other work items under this contract to determine their effect on the work required under this work item. 5.3 The contractor shall comply with all requirements of equipment tag out program as established by COMSCINST 3540.6, as amended, section 15.2.2, Engineering Operations and Maintenance Manual. The Chief Engineer is to administer the program. Prior to the start of work, the contractor shall contact the MSC Port Engineer and / or the Chief Engineer to coordinate the implementation of the Tag out Program for the entire performance period of this item. The prime contractor shall be responsible for compliance by both prime and subcontractor personnel. 5.4 Provide an access list of all personnel boarding the ship. The list shall include the following: a.) Persons full name. b.) Last four of persons SS#, or passport# or naturalization #. c.) Place of Birth d.) Date of birth. e.) EPIC request f.) Location: Pattaya Thailand g.)"Enclave" access request 6.0 QUALITY ASSURANCE REQUIREMENTS 6.1 Material 6.1.1 All parts and material shall be manufactured by Caterpillar Tractor Company or Caterpillar remanufactured components. 6.2 Qualification/Process 6.2.1 All parts and labor supplied by the Contractor shall be fully warranted. 6.3 Inspection/Test 6.3.1 At the halfway point of the engine/generator overhaul, the MSFSC representative will contact the ABS to conduct an inspection for credit towards the unit's Continuous Machinery Survey. The unit will not be closed until approval is granted by the ABS via the MSFSC Port Engineer. The contractor shall provide the MSFSC Port Engineer with a minimum of 24 hours' notice as to when the unit will be open and ready for inspection by the ABS surveyor. The cost of the ABS inspection will be to MSFSC account. 7.0 STATEMENT OF WORK REQUIRED: 7.1 Arrangement/Outfitting: NONE 7.2 Structural: NONE 7.3 Mechanical/Fluid: 7.3.1 The contractor shall perform the 20,000 hour overhaul as specified in 2.0 References on 1A MPDE SN 91B1461 7.3.1.1 The contractor shall perform an inspection for wear by checking all dimensions and tolerances in accordance with 2.1 References on the following components. Submit written condition reports stating each components condition and if the component requires replacement, due to its condition being out of Caterpillar specification, include material and labor costs to renew that component. All components shall be properly prepared and cleaned for installation, including casings and all air, oil or water passages. IAW 2.1 References, reinstallation of all components throughout will be with new gaskets, seals, grommets, and O‑rings as required. 1) Pre-lube pump 2) Fuel injection system and governor 3) Main oil pump and relief valve 4) Governor drives group, actuator, linkages, manual shutdown linkages. 5) Vibration damper 6) Gear train 7) Driven unit alignment, reduction gear 8) Rocker arm assembly and bushings 7.3.1.2 Install new or Caterpillar remanufactured, in accordance with paragraph 6.1, the following components: 1) Pistons and piston pins (16 ea.) and retainers 2) piston ring sets (16 ea.) 3) liners (16 ea.) 4) main bearings, complete including thrusts 5) rod bearings, complete. 6) rebuilt or remanufactured unit exchange, jacket water pump, (1 ea.) 7) front and rear cover seals and gaskets 8) fuel nozzle injectors, ( 16 ea.) 9) install new front and rear hydromechanical seals - directional 10) complete turbochargers 11) lube oil cooler, non removable core complete, unit exchange. 12) fuel pump assemblies (16 ea) 13) fuel injection pump group yoke screw and Lock nut, 16 each P/N 5H5553 and P/N 2A5351 14) jacket water thermostats. 15) new expansion tank pressure cap. 16) cylinder heads, complete with valves, new or remanufactured, unit exchange, (8 ea.) 17) all exhaust pyrometers complete with leads. 18) rebuild existing salt water pump using the following parts: a) impeller P/N 4L6220 b) rebuild kit P/N 1W7066 c) elbow assy. P/N 5L1549 •e) new seals •f) new gaskets 19) camshaft and lifter kit 20) camshaft bearings 21) connecting rods 22) cam followers 23) new engine block pan gasket 24) all new front gear train bushings 25) fuel transfer pump 26) all new filters, lube oil (8), fuel oil (7) and air filters (4). 27) new fuel rack 28) new breathers (2) required 29) new rocker arm buttons and springs 30.) new front crankshaft harmonic balancers(2). 7.3.1.3 The contractor shall adjust all piston cooling jets to the proper spray 7.3.1.4 The contractor shall properly clean and pressure test the after cooler core and properly reinstall 7.3.1.5 The vessel's Chief Engineer or representative will secure the jacket water heaters and drain the engine jacket water system for 1A MPDE and 2SGB. The contractor shall inform the Chief Engineer, in a timely manner, when the engine jacket water system is ready to be refilled and tested for water tightness. The required jacket water treatment chemical to be added will be the responsibility of the vessel's engineering staff.. 7.3.1.6 The vessel's Chief Engineer or representative will drain the engine lube oil sump pan to its lowest level allowed by the installed piping arrangement for 1A MPDE and 2SGB. 7.3.1.7 A crankshaft deflection reading and end thrust reading will be taken on the engine in accordance with Reference 2.1.4 1A MPDE. 7.3.1.8 The contractor shall be responsible for removing and properly disposing of any existing fuel, lube oil and air filters from the engine being overhauled. The contractor shall be required to clean all filter housings, procure, install new filters and properly close using new gaskets, O-rings as required. 7.3.1.9 The contractor shall properly clean and inspect the overhauled engine lube oil sump pan. The Chief Engineer or representative shall be notified for final inspection of the sump before any lube oil is introduced. 7.3.1.10 The contractor shall notify the Chief Engineer or representative, in a timely manner, when the engine is ready to receive the required amount of lube oil to the sump. The Chief Engineer or representative will be responsible for adding lube oil to the overhauled engine so that ship board piping systems and equipment may be utilized. 7.4 The contractor shall perform the 10,000 hour top-end overhaul as specified in references 2.1.1 through 2.1.5 for 2SGB Diesel Generator. 7.4.1 Install new or Caterpillar re-manufactured parts and components, as follows: 7.4.1.1 Cylinder heads complete with valves, springs, guides and pre-chambers (8 each). 7.4.1.2 Impeller P/N 4L6220 7.4.1.3 Rebuild Kit P/N 1W7066 7.4.1.4 Elbow Assembly P/N 5L1549 7.4.1.5 New Seals and New Gaskets 7.4.1.6 Turbo charger cartridges with gaskets and seals, Two (2). 7.4.1.7 New Thermostats with seals and gaskets. 7.4.1.8 Re-manufactured Jacket water pump with new seals and gaskets. 7.4.1.9 All New Fuel Nozzles. 7.4.2 Properly clean, in place, air and water sides of the after-cooler core. Renew all seals and gaskets. Replace aluminum adapters. 7.4.3 Clean and check all valve mechanism assemblies in accordance with 2.1.4. 7.4.4 Check and adjust the fuel timing in accordance with reference 2.1.4. 7.4.5 All items are to be presented to the ABS surveyor at the time of the Continuous Machinery Survey inspection. 7.4.6 During reinstallation of all parts, new gaskets, grommets, O-rings, and joints are to be used throughout and all items shall be torqued to reference 2.1.3 specifications. Reset all tappets and check valve rotators in accordance with references. 7.5 Electrical: 7.5.1 The contractor shall inspect all electrical connections, safety devices, wire standoffs and chafing protections installed on the engine and provide a condition report stating general condition and any abnormal findings. A change order will be issued for any additional work. 7.6 Preparation of Drawings: NONE 7.7 Inspections/Test: 7.7.1 IAW Article 6.3 of this specification. 7.7.2 The contractor shall reset tappets, check valve rotators, check and adjust fuel timing IAW References 2.0. 7.7.3 The contractor shall notify the Chief Engineer and MSFSC representative when the overhauled engines are ready to be tested for an approximate period of two (2) hours or as directed by the MSC representative. The Chief Engineer or MSC representative will be responsible for actually engaging the unit on the vessels. The ABS surveyor shall be informed by the MSC representative in order to attend the final testing so credit can be given for the Continuous Machinery Survey on the unit. 7.7.4 The contractor shall take a set of written cylinder operating temperatures, fluid operating temperatures and pressures during the testing IAW 7.7.3. 7.8 Painting: 7.8.1 The contractor shall re-paint the existing Navy machinery grey engine surfaces to a standard Caterpillar yellow paint configuration. The components to be painted will be properly cleaned and prepared. 7.8.2 Needle scale block and cylinders to remove all old paint and dirt. Paint using Caterpillar yellow, including all new or re-mfr. Heads. 7.8.3 All removed components will be scaled, cleaned and painted prior to re- installation. Upon completion install new "CATERPILLAR" engine decals. •7.9.1 Manufacturer's Recommended Representative: 7.10.1 OEM CATERPILLAR rep. must be familiar in shut down re-locations and PLC logic incorporated in the new Local Diesel Control Panels (LDCP) with new ESO Modifications and Main Console control Up-grade. (COMSCINST 4700.10A) 8.2 The U.S. Government has limited solicitation of all Caterpillar Diesel Engine Overhauls in the T-ARS Class Vessels to an authorized Caterpillar dealer. MSFSC will request that all potential offerors submit evidence that they are a Caterpillar Authorized Marine Dealer (A. M.D.) at the time of submission of offers. 8.3 The contractor shall provide detailed reports of all maintenance actions and engine component conditions upon completion of the overhaul, including but not limited to, all critical clearances and adjustments listed in references, all parts rebuilt, renewed or exchanged in addition to the MSFSC Condition Reports. 8.4 Any new parts required by 7.0 (Statement of Work) that is not used will be credited against the work item or provided to the ship for spares as directed by the Port Engineer. 8.5 The Contractor shall provide all labor, parts, materials and tools to accomplish this specification item within the specified time requirements. 8.6 The contractor is responsible for removing all interferences in completion of this work. The Government will determine whether, a set-aside acquisition in lieu of full and open competition is in the Government's best interest.
