- The Naval Air Systems Command (NAVAIR) intends to issue a contract modification to contract N00019-07-C-0055 on a sole source basis to Northrop Grumman Systems Corporation (NGSC), San Diego, CA (POC: Christine Combs, 310-813-1393) to continue X-47B aircraft system, test bed, and flight test support at both shore-based locations (e.g. Naval Air Station Patuxent River) and associated carrier detachments. This contract modification will include efforts to continue developing Fleet Concepts of Operations (CONOPS) to assess potential incorporation of the Unmanned Combat Air System (UAS) infrastructure into the NAVAIR Research and Development (R&D) infrastructure supporting future unmanned carrier system test and verification efforts. This effort will include X-47B maintenance support, lab and test bed operational support, and continued flight test opportunities. Potential benefits are expected to be significant improvements in the integration of carrier capable unmanned systems into the aircraft carrier aviation environment. The UCAS-D X-47B air vehicle is the only existing carrier-suitable UAS capable of achieving the near-term demonstration objectives. It is the only system whose design has been matured through a series of Government technical design reviews and whose performance has been verified by component/subsystem/system level testing. Consequently, it is the only existing system certified to conduct UAS flight operations in a carrier environment. Since the X-47B remains in development, a complete Technical Data package does not exist to permit full and open competition. NGSC is the only contractor possessing the technical data and detailed knowledge of the UCAS-D system to complete the existing efforts within the required timeframes without significant additional costs and unacceptable schedule delays. NAVAIR is not entertaining proposals wholly or partially replace the X-47B system with a different product or to redefine test bed operations. Unless otherwise stated herein, no formal request for proposal is available. A determination by the Government not to compete is solely within the discretion of the Government.
