F-22 I-Level Armament Testers FA8251-13-F22COLTREP NAICS: 336413 NOTICE: This is not a solicitation but rather a repost of FA8251-12-R-F22COLTREP Sources Sought Synopsis with updated requirements to determine potential sources for information and planning purposes only. The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 336413 which has a corresponding Size standard of 1,000. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. SCOPE The Air Force's Air Combat Command (ACC) has requested the development of a cost effective F-22 armament stores tester to replace the F-22 Common Organizational Level Tester (COLT). The F-22 Alternate Mission Equipment (AME) program office, AFLCMC/WNABC, has a requirement for Stores Management System testers for Intermediate Level (I-Level) testing of the F-22. The I-Level tester must allow operational checkouts of the F-22 BRU-46, BRU-47, aircraft pylon and Configurable Rail Launcher (CRL). The Air Force is interested in feedback regarding this requirement to assist with acquisition planning and program strategy. BACKGROUND Currently the F-22 aircraft armament back shop uses the COLT along with a DC power supply to perform operational checks of the BRU-46, BRU-47, and aircraft pylon. COLT will become obsolete and unsustainable beginning in FY2014. Due to reliability and maintainability issues, a COLT Value Assessment was performed and a decision made to replace the COLT. A replacement I-Level tester will be required to perform existing testing capabilities of the COLT as well as a new capability (Configurable Rail Launcher (CRL)). The USAF currently plans on using excess armament testers (Stores System Tester (SST) and T-197 tester) in the inventory to meet the quantity needed for the F-22. These testers are capable of replacing the COLT as an I-Level tester since the SST already tests the BRU-46 on the F-16 and the T-197 already tests the BRU-46 and BRU-47 on the F-15. Development of cable sets and software are necessary to ensure all operational checks (BRU-46, BRU-47, aircraft pylon and CRL) can be performed properly to meet the USAF's requirements. If a contract is awarded, it is anticipated to be a Fixed-Price, Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The anticipated period of performance will be 5 (five) years. The estimated quantity of I-Level cable sets is 30 units. PURPOSE This is a Sources Sought Synopsis (SSS) for market research purposes issued by the F-22 Alternate Mission Equipment program office at Robins Air Force Base, GA. The United States Air Force (USAF) is requesting information on existing I-Level armament testers. This is a market research survey to determine the availability and adequacy of potential sources prior to determining an acquisition strategy and contract strategy. There is no solicitation available at this time. Requests for a solicitation will not receive a response. DISCLAIMER This SSS is issued solely for informational and planning purposes. It does not constitute a solicitation (Request for Proposal or Request for Quotation) or a promise to issue a solicitation in the future. As stipulated in FAR 15.201(e), responses to this notice are not considered offers, shall not be used as a proposal, and cannot be accepted by the Government to form a binding contract. This SSS does not commit the Government to contract for any service whatsoever. Furthermore, we are not seeking proposals at this time. Responders are advised that the Government will not pay for any information or administrative costs incurred in response to this SSS. All costs associated with responding to this SSS will be solely at the responding party's expense. Any resulting procurement action will be the subject of a separate, future announcement. The information is provided for discussion purposes and any potential strategy for this acquisition may change prior to any solicitation release. The information received will be utilized by the Air Force in developing its acquisition strategy, Statement of Objectives, Statement of Work, Purchase Description and Specification. Any proprietary information that is submitted may be used as a general concept but specific information will be safeguarded as proprietary, if so marked and clearly identified in accordance with the applicable Government regulations. The Government requests that non-proprietary information be submitted in response to this SSS. However, should proprietary information be submitted, it should be marked "PROPRIETARY", and will be handled accordingly. The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Proprietary information or trade secrets should be clearly identified. The information in this notice is based on current information available to date. This information is subject to change and is not binding to the Government.
