Description
GUIDELINES FOR OFPM CONTRACTORS SPECIAL NOTICE: NB195000-13-00147 The National Institute of Standards and Technology (NIST) Gaithersburg, Maryland campus is a Research and Development (R&D) facility with 52 buildings located on a 232 hectare site. The NIST site has approximately 3,424,353 GSF of floor space including R&D, office, and service areas. The majority of the buildings are of brick exterior construction and is approximately 40-45 years old. Utilities are distributed to the individual buildings by underground pipe and electrical distribution systems from central plant services. NIST Campus facilities are provided chilled water, steam, and compressed air from a centralized utility generation plant located on the campus. Commercial high voltage electricity is received at a main sub-station and distributed radially by multiple facility spot networks. Laboratory facilities typically utilize specialized controls such as uninterrupted power, compressed gas systems, clean-room technologies and tight-tolerance air temperature control systems for the conduct of research and experimental studies. The principal field of professional expertise required will be the mechanical evaluation for repairs and upgrades to major industrial plant systems and equipment, with projects requiring electrical distribution, plumbing, HVAC, civil/structural, and architectural capabilities. The Indefinite Delivery/Indefinite Quantity (IDIQ), will have a 12-month base period with a renewal option for four (4) additional 12-month periods. A&E's task order work may consist of field investigations, and document preparation. Document preparation includes engineering feasibility studies, engineering conceptual designs and reports, contract drawings and specifications, design calculations, cost estimates, and project schedules. The proposed contract is 100% set aside for small business concerns under NAICS code 541330 size-standard: $14million; reference FAR 52.219-14. The contract will have a $4,000 minimum and $4 million maximum over the contract life time. A firm-fixed price will be negotiated for each task order; minimum task order shall be $4,000. For engineering drawings prepared by the AE, they shall be prepared using a computer aided drafting system AUTODESK AUTOCAD 2013. The Government will issue a specific statement of work for each Task Order. This document will specify the general and specific design performance requirements for a particular project. The A&E firms shall comply with the attachments of this notice (Guide for Architect-Engineering Firms Performing Professional Services for the Plant Division at the National Institute of Standards and Technology). This guide defines the standards of design, detailed requirements, format, preparation and submittal of drawings, specifications, cost estimates, project engineering documentation, other related reports, and technical services for construction contracts. 1. Professional Qualifications of Staff and proposed Consultants: NIST will evaluate the extent to which the A&E firm's response demonstrates technical expertise, professional qualifications and successful project completion similar to the specialized design criteria of the solicitation requirements. Submissions that demonstrate a correlation of the proposed design team with the same projects that are submitted for evaluation under Related Project Design Experience will be considered technically qualified for selection. 2. Specialized Experience: NIST will evaluate the extent to which the A&E's response demonstrates experience in successfully completing related projects that meet design criteria of the solicitation requirements within the past five (5) years. Projects include the evaluation, renovation, modification, replacement, and upgrading of centralized utility plants, medium voltage electrical distribution systems, laboratory and research facilities. The work includes field investigation, surveying, and document preparation. Document preparation includes engineering feasibility studies, conceptual designs and reports, contract drawings and specifications, design calculations, cost estimates, and project schedules. Specialized qualifications include experience in the evaluation and design of the following type of projects: a. Renovations of a central utility plant with water based cooling towers, minimum of 10,000 Tons capacity, servicing at least 5 buildings physically separated with each building consuming at least 200 tons. In addition, experience with gas or fuel oil fired steam boilers in a central utility plant having a minimum of 50,000lbs/hour delivered to at least 5 buildings physically separated and interconnected by steam supply, return and condensate loop system. b. Medium Voltage (13.8KV) electric spot network renovations/additions that utilize at least three independent feeders. Spot network (as defined by IEEE standard 1574, sub clause 4.1.4) as a type electric distribution system that uses two or more inter-tied transformers to supply an electric network circuit and is generally used to supply power to a single customer or a small group of customers. c. Mechanical and Electrical laboratory design renovations, upgrades and alterations to include major utility systems, facility construction and reconfiguration, and installation of specialized scientific tools, equipment and instrumentation. 3. Capacity to accomplish the work in the required time: NIST will evaluate the extent to which the A&E's response demonstrates the ability of the proposed design team to respond to specific task requirements in time frame desired. Submissions that demonstrate sufficient technical staffing and capacity for additional contract workload, subcontracting arrangements proposed under this solicitation will be considered technically qualified for selection. 4. Past performance: On contracts with Government agencies and private industry in terms of cost control, quality of work and compliance with performance schedule. An A&E firm who has a performed successfully on projects directly related to the evaluation criteria within commercial and industrial sector buildings, and laboratory or research facilities would be ranked high in the selection process. Evaluation of this factor will be based on information contained in the response to the solicitation and information provided by references. The panel will evaluate past performance by contacting appropriate references, including NIST references; if applicable. The Government may also consider other information available. In the case of an incomplete record of relevant past performance or for whom information on past performance is not available, the A&E firm will be evaluated neither favorably nor unfavorably 5. Location of Firm: NIST will evaluate the extent to which the A&E's response demonstrates that they located within a required driving distance of 70 miles proximity to the Gaithersburg, MD NIST campus to comply with the location criteria. The Government contemplates one or more awards as a result of this announcement. Firms interested in responding to this notice must submit one original and 4 copies of their most recent Standard Form 330 dated 6/2004 along with the specific documentation addressing the evaluation stated in this Special Notice. Additional documentation shall be limited to 20 pages in Section H of the SF 330's additional sheets section. SF 330 shall be submitted to the attention of Deb Coons, 100 Bureau Drive Room B158, Gaithersburg, MD 20899. Responses must be received no later than 3:30 PM EST on October 28, 2013.
