- 1. Requirement: The Human Capital Initiatives office has a requirement for subject matter expert support for the Acquisition, Technology and Logistics (AT&L) Human Capital Initiatives (HCI) office. CONTRACTOR'S PERSONAL/KEY PERSONNEL: The contractor should be able to provide analytical and research support for workforce/human capital planning; competency management; and support for accountability efforts with oversight organizations (e.g. GAO, OPM, DoD IG, Congress, OSD AT&L, OSD Personnel and Readiness, and other senior OSD officials); and be able to collaborate internally and externally with senior and staff Workforce/Human Capital partners; and, prepare senior level briefing packages. 2. TASKS: a. Support execution of AT&L HCI management and governance of the defense acquisition workforce to include supporting major boards and working groups. b. Support data management, analysis leading to development of workforce improvement strategies and the defense acquisition strategic workforce plan. c. Support development and execution of AT&L leadership and defense acquisition workforce improvement initiatives. d. Provide analysis and support of HCI efforts to develop and maintain policies, guidance, and memoranda that enable continuity of effective AT&L enterprise-wide human capital planning and workforce management. e. Assist in obtaining data and supporting materials required to develop workforce-related responses for Congressional, senior AT&L, GAO, and other stakeholder inquiries. f. Assist in other Office of Human Capital Initiative projects.
