Description

Justification for Other than Full and Open Competition NOTICE OF AWARD ON SOLE SOURCE BASIS Pursuant to 41 U.S.C. 253(c)(1), the Department of Education, Federal Student Aid (the Department), has awarded on a sole source basis to Windwalker Corporation, 1945 Old Gallows Road, Suite 600, Tysons Corner, VA 22182 for consulting services relating to the Department's Minority Serving Institution (MSI) Enhanced Support Initiative. This action was processed in accordance with FAR Subpart 6.302-1 as only one responsible source and no other service satisfied the Department's requirement. The Department's initial procurement was competitively solicited and awarded in accordance with FAR Part 8 procedures. A justification for other than full and open competition has been prepared and signed in support of this acquisition. The justification is attached to this notice. The North American Industrial Classification System (NAICS) code for this award is 541611. This notice of award is NOT a Request for Proposal (RFP) for competitive proposals or capability statements.
