Description
List of items and quantities sought for LTC DLA intends to award a 5 year, fixed-price, long term contract for the items on the attached spreadsheet for the quantities listed. FOB Destination to stock location; Inspection and Acceptance at Origin for these Critical Application Items. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. The only approved source of supply is CAGE 93346, Sensor and Antenna Systems. DLA does not have an approved technical data package available for any of the attached NSNs. Any manufacturer, other than the approved source, wishing to submit a proposal on these items, must submit a complete source approval request (SAR) package. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one or a limited number of sources under the authority of FAR 6.302-1. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Surplus dealers and small business dealers and distributors having existing stocks of surplus or newly manufactured material are invited to respond to this synopsis. The response should include a completed surplus certificate, DLAD 52.211.9000, Government Surplus Material, or adequate traceability documentation to show the products are acceptable. In addition, respondents should identify quantities available and prices. DLA will consider all such responses and may alter the acquisition strategy if purchase of existing surplus or newly-manufactured inventory is in the best interest of the Government. This is not a commercial group of NSN items. A copy of the solicitation will be available via DLA's Internet Bid Board Site (Dibbs) www.dibbs.bsm.dla.mil/RFP/ on October 14, 2013.
