Description
This contract action was accomplished using other than competitive procedures because a statute exists that expressly authorizes or requires that the acquisition be made from a specific source or through another agency (FAR 6.302-5); specifically, Sole source awards under the 8(a) Program. Per FAR 6.302-5 a J&A is not required for this award. The Contractor shall provide up-to-date knowledge, expertise, technical support and environmental information to the Designated Government Representative to meet all regulatory compliance requirements and coordinate with Cannon AFB POC (Section 1.25) to obtain technical environmental information and input for data submissions. All written drafts of correspondence, reports, and submittals prepared by the Contractor in the performance of this PWS shall be submitted to the Designated Government Representative for review and approval. Task 1: Recordkeeping (APIMS Data Management) To maintain compliance with NSR Permit No. 1517-M4R2 and the upcoming Title V Operating Permit (expected issuance October 2013), Cannon AFB must keep updated and accurate records of all its emission sources, emission limits, emission algorithms, and overall permit compliance status. This shall be done for the 12 months following contract award through the use of APIMS. Task 2: New Requirements and Compliance Support;The Contractor will provide support and planning for compliance with new requirements as they are presented. Examples are data collection and report preparation required by State and Federal Executive Orders and regulations, New Source Performance Standards (NSPS),and National Emission Standards for Hazardous Air Pollutants (NESHAP). The Contractor will provide on-call technical research and support for Air Force data calls, 813 design reviews, agency requests, compliance issues, NMED rulemaking workshops, and base-specific information requests that arise during the period of performance. Responses via e-mail and technical memoranda should be assumed to occur on a monthly basis. Task 3;Title V Permit Reporting and Compliance; The NMED Air Quality Board (AQB) is currently reviewing the CAFB Title V permit application. Upon issuance, CAFB will be required to submit semi-annual monitoring reports and annual compliance certifications. The Contractor will prepare the semi-annual monitoring reports and the annual compliance report to include all permitted emission sources. This information will include emission source data as well as emission calculations. The Annual Report will include a listing of permit conditions and how those conditions are met. The semi-annual monitoring reports shall be submitted to the NMED AQB within six months and 45 days after permit issuance as well as one year and 45 days after permit issuance.
