- Description
- The National Highway Traffic Safety Administration (NHTSA) Enforcement Program Requires professional technical support to assist operations and business processes. The key enforcement program offices are the Office of Vehicle Safety Compliance (OVSC) and the Office of Defects Investigation (ODI). The purpose of this contract is to obtain technical program support services to maintain existing processes and provide planning and implementation support services for future process improvement investments within the NHTSA Enforcement Program offices. The primary objectives are to maintain and enhance Enforcement's managed services through annual planning and resource allocation support; provide high quality document support services to Enforcement's customers; provide timely responses to customers, including manufacturers, the general public and other government customers and produce and maintain timely and high quality documentation for Enforcement. The NAICS Code for the anticipated contract is 541519. Contractors must be registered in the Systems for Award Management Database located at http://www.sams.gov, and must complete electronic representations and certification on the ORCA database located at http://orca.bpn.gov to be considered for contract award. It is the Government's intent to award a Time and Materials type contract resulting from the solicitation, with or without discussions, to the responsible offeror whose proposal, conforming to the solicitation, is most advantageous to the Government based on the evaluation factors contained in the solicitation. It is the Offeror's responsibility to monitor the FedBizOpps Internet site for the release of the solicitation and amendments (if any). Potential Offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). Requests for paper copies of the RFP will not be accepted. The estimated date for release of the solicitation is on or about December 13, 2013. Period of Performance: Base period of twenty four (24) months plus three (3) one (1) year option periods for a total of five (5) years. Contract Award: NHTSA intends to issue a SBA 8 (a) Set-aside full and open, competitive Request for Proposals (RFP) with the intent of making one (1) award. The anticipated award date for the resultant contract is expected to be on or about February 2014.
