Description
The U.S. Army Engineer Research and Development Center (ERDC), U.S. Army Cold Regions Research and Engineering Laboratory (CRREL) has a requirement to procure five (5) internal sensors and data collection packages for ice mass balance buoys (IMB), which is in support of the Arctic Observing Network (AON) project. ERDC intends to sole source this acquisition to SRI, International, using Simplified Acquisition Procedures, based on market research that has indicated that SRI is the only source capable of meeting the specifications. In addition to synopsizing the Government's intent to sole source, this notice is meant to gain knowledge of potential qualified sources, socioeconomic status, and size standard as it relates to NAICS 334511 Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing. The size-standard for NAICS 334511 is - 750 employees. All responsible sources may submit a capability statement, which shall be considered by the agency. Responses to this will be used by the Government to make appropriate determinations about potential capable sources and the acquisition strategy. Responses to this notice shall include company name, address, point of contact, socio-economic status and must respond to the following questions: 1)Is your business a small business under NAICS code 334511? 2)Does your firm qualify as a small disadvantaged business and if so, specify if your firm is certified under Section 8(a) of the Small Business Act? 3)Are you a certified HubZone firm? 4)Are you a woman-owned or operated business? 5)Are you a certified Service-Disabled Veteran Owned or Veteran Owned business? 6)Is your business a large business? Please provide a capability statement addressing your organization's ability to provide five (5) internal sensors and data collection packages for ice mass balance buoys (IMB), to be deliverd by 31 December 2013, based on the following specifications: 1.The package must fit inside a 4 quote mark Sch 40 PVC pipe not more than 10 quote mark long. 2.Total power consumption for collection and transmission of hourly readings must be no more than 55aHR @12v per year. 3.Electronics must operate to at least -40C and at least +40C Included on the electronics package must be at least: 1.24 digital channels capable of RS232, RS485, 3 and 4 wire synchronous serial, I2C, and SDI12 communications 2.6 analog channel pairs capable of measuring differential voltages from 0-5v 3.An iridium short burst data modem for transmission 4.An integrated barometer having accuracy of +_2 hPa or better 5.An integrated air temperature sensor having accuracy of +_0.5C or better 6.An integrated surface acoustic rangefinder such as Maxbotix SR01 7.An integrated underwater rangefinder such as an Airmar SS510 8.An integrated wireless communication card capable of communicating with additional external sensors, such as an xbee radio 9.An integrated gps, compass, and inclinometer 10.Ability to integrate with a CRREL provided thyristor string operating under DS 1-wire communication protocol Software control must package data as a comma separated text file, and initiate hourly transmission to our email accounts. An effective capability statement should provide a crosswalk from the product being described to the Government's minimum technical requirements, as delineated by the aforementioned specifications. This is not a request for proposal and in no way obligates the Government to award any contract.
