Description
Questions Component List This is a Request For information that seeks information from potential interested sources for a pending Foreign Military Sales (FMS) case with the Brazilian Government. This is NOT a Request For Proposal (RFP) and no RFP is available at this time. The United States Marine Corps Program Manager, Advanced Amphibious Assault (PM AAA) is seeking information from potential responsible sources that can produce 26 Assault Amphibious Vehicles 7A1 (AAV7A1) Reliability, Availability and Maintainability / Rebuild to Standard (RAM/RS) vehicles. The AAV7A1 RAM/RS consists of three (3) variants: AAVP7A1 (Personnel), AAVC7A1 (Command) and AAVR7A1 (Recovery). This request also includes the purchase of all AAV7A1 RAM/RS associated equipment and maintainer/operator training for a pending Foreign Military Sales (FMS) case for the Government of Brazil. The Government anticipates releasing a full and open Request for Proposal (RFP) during the 3rd quarter FY14 with a 60 day proposal response time. The RFP is expected to be a Firm Fixed Price (FFP) contract with deliveries of production vehicles and associated equipment in 2nd quarter FY17. Teaming with a Government depot is at the discretion of the Contractor. The Technical Data Package (TDP) for this RFI will be made available upon written request to Michael Dingle at Michael.dingle@usmc.mil. Vendors interested in providing information in response to this RFI are invited to answer the attached market survey questions and complete the attached AAV7A1 RAM/RS Brazil FMS spreadsheet. Interested vendors are encouraged to provide a Rough Order of Magnitude (ROM) cost estimate for the following in support of the Brazil FMS program: 1. Transportation of 26 Government furnished AAV straight-leg vehicles from Marine Corps Logistics Command (MARCORLOGCOM) Albany, GA to the Contractor facilities for AAV7A1 RAM R/S production. 2. Stripping the straight-leg vehicles of all old parts, disposal of all parts not required for the production of the AAV7A1 RAM R/S, and sandblasting the hull and major enclosures. Major enclosures include the ramps, ramp doors, plenums, driver hatches, troop commander hatches, cargo hatches and crew chief hatches. 3. Correction of any deficiencies to the Government furnished hulls and major enclosures. Spares, 2nd through 4th echelon tool kits, special tools and test equipment, weapons, special mission kits, collateral materials, training and technical publication development translated to Portuguese and other Assault Amphibious Vehicle (AAV7A1) Reliability, Availability, Maintainability (RAM/RS) items per the Brazilian Government's request. 5. OCONUS (Brazil) Field Service Representative (FSR) to provide direct and warranty support for a period of two (2) years. 6. Provide recommended spare parts support list to support the AAV7A1 RAM/RS for a period of two (2) years. Responses are requested to be received via email no later than 1400 Hours, local time, on 25 October 2013 to the Contracting Officer, Stacey R. Coolican at Stacey.coolican@usmc.mil with a copy to Mike Dingle at Michael.dingle@usmc.mil. NOTE: This Request for Information is for planning purposes only and is issued in accordance with FAR Clause 52.215-3. No solicitation document exists at this time. Issuance of this Notice does not constitute any obligation on the part of the Government to procure these items or to issue a solicitation. Additionally, the Government is under no obligation to pay for information submitted in response to this RFI, and responses to this notice will not be accepted as offers. Any information the vendor considers proprietary shall be clearly marked.
