Description
The Naval Undersea Warfare Center Division Newport, in support of the Naval Sea Systems Command, announces an Industry Information Day for the Large Displacement Unmanned Undersea Vehicle (LDUUV) System. The Deputy Chief of Naval Operations (DCNO) for Information Dominance (N2/N6) has identified a need for unmanned undersea vehicles providing persistent Intelligence, Surveillance, and Reconnaissance (ISR) and offensive capabilities that can offload missions from other platforms. The LDUUV System is envisioned to be an unmanned system that can be transported to and deployed from worldwide port facilities, or carried by and deployed from US Navy platforms such as the Littoral Combat Ship (LCS), the Ohio Class Guided Missile Submarine (SSGN), and the Virginia Class Fast Attack Submarine (SSN). The LDUUV System must have sufficient range and endurance to provide the fleet with a capability to autonomously complete missions in the current mission set and expected future missions under development. Industry Information Day will be held on October 16, 2013 and is planned to be an all-day event focused on the LDUUV System projected technical requirements, current assessment of technology maturity, and expected program details. This Industry Information Day will be an information exchange with industry led by the Program Manager for Unmanned Maritime Systems (PMS 406) within the Program Executive Office for Littoral Combat Ship (PEO LCS) organization. Classification of this event will be at the SECRET NOFORN level. No foreign Nationals will be admitted. Any information provided or discussed by attendees must not be company proprietary or business sensitive information. Any information or ideas shared during this Industry Information Day may be used to develop the LDUUV System technical and acquisition documents. This is NOT a Request for Proposals. NO SOLICITATION DOCUMENTS EXIST AT THIS TIME. The government will NOT assume any liability for any contractor expenses for responding to this notice. II. AGENDA, REGISTRATION, SECURITY AND LOGISTICS When: October 16, 2013, 0700-1630 EST Check-in begins at 0700 and the first presentation starts at 0800. Where: Facilities of Alion Science and Technology, Inc., Suite 200, 1100 New Jersey Ave, SE, Washington DC 20003 Draft agenda for LDUUV Industry Information Day: 1. Welcome and Introduction 2. LDUUV Vision and Missions 3. Program Schedule, Budget, and Information Sharing 4. Analysis of Alternatives Results including Trade Space, Mission Effectiveness, Requirements, and Risk Areas 5. Technology Development and Transfer 6. Employment, Operations, and Support 7. Testing Requirements 8. Questions and Answers (Q&A) Please note that due to space limitations, each company is limited to six attendees. Pre-registration for the LDUUV Industry Information Day is mandatory. Parties interested in attending the meeting must submit an e-mail to the PMS 406 registration coordinator, Mr. Ron Merlene, ronald.merlene@navy.mil in the following format: Subject: LDUUV Industry Information Day Attendance 1. Company Name 2. Company Address 3. CAGE code 4. Primary point of contact (POC) Name E-mail address Telephone number 5. Names and contact information for up to six company attendees - names must match exactly with the names provided in the classified visit request. 6. Industry may submit questions with the registration request. Questions may be answered during the Q&A period in the agenda or at a later date. The security officer for each attendee must submit a classified Visit Authorization Request (VAR) via JPAS to Alion Science and Technology, SMO Code 4LYR0. Alion main phone is (202) 756-3800. Upon receipt of the attendee registration and matching VAR, PMS406 will verify credentials, and will send an acknowledgement to the primary POC for each company verifying that their attendees are approved for the meeting. Traveling to LDUUV Industry Information Day at Alion Science and Technology: Metro Rail Green Line to Navy Yard-Ballpark stop and exit to New Jersey Ave. Alion is directly across New Jersey Avenue from the New Jersey Ave/Department of Transportation exit. Limited pay parking is available at 1100 New Jersey Ave. SE office. Check-in will be in the lobby of 1100 New Jersey Ave. After confirmation of pre-registration, attendees will be provided a Visitor/Information Day Badge and will proceed to the second floor. Electronic devices will be collected and signed in on the second floor before entering the conference room. No one will be permitted without pre-registration and VAR on file. Phone and web access stations are provided outside the conference room. III. ADDITIONAL INFORMATION This Industry Information Day is part of a critical exchange of information between Government and Industry. It is a step in an iterative process aimed at providing industry information on the LDUUV System technical requirements and soliciting feedback from industry on technology available to meet those requirements. The Government will also use any questions or other information provided by industry to shape the acquisition plans for the LDUUV System. The LDUUV Industry Information Day staff will distribute blank cards during the meeting for interested parties to submit questions to the Government. The staff will review the questions and provide answers during the Q&A period, if feasible, or at a later date provide the answers in a Q&A document posted to the LDUUV System information sharing web sites depending on classification of the question and answer. Individual requests to brief PMS 406 will be accepted following the LDUUV Industry Information Day. The opportunity for meetings will be available to all attendees of the Industry Information Day. Points of contact to set these meetings up will be provided within the briefs presented during the day. Note - The Government will be in "receive-mode" only and will not provide any additional insight during the individual briefs. PMS 406 will use a web site to post UNCLASSIFIED portions of the LDUUV System material for access by industry at: https://aimtc.nuwc.navy.mil/ Access to the site requires Common Access Card (CAC) or a DoD PKI compliant software based certificate. You will receive an AIMTC User Account Information e-mail once your account is approved. The Government intends to publish a list of attendees for industry information. If interested parties prefer that their contact information not appear on the attendance list, please state so in the registration request. The classified presentations for this Industry Information Day will be available on Intelink on the SIPRNET.
