- DEPARTMENT OF VETERANS AFFAIRS JUSTIFICATION AND APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION 1.Department of Veterans Affairs, VISN 8, VA Medical Center, West Palm Beach Florida. 2.The VA has the requirement for the expansion of the current Reverse Osmosis Water System in the Operating Room of the Medical Center. 3.Contractor will provide all necessary labor, materials, tools, equipment and supervision to expand the current Reverse Osmosis Water System. 4. In accordance with FAR 6.302-5, this requirement is being procured under the authority of 41 U.S.C. 253(c) (5) as authorized by Statue. 5.IMR Development Corp has provided similar services in the past to various medical centers within the VA. 6.On September 6, 2013, the VA issued a Notice of Intent to sole-source this procurement on Fed Biz Ops (FBO). Only one vendor expressed interest, but that company was found not to be a Service Disabled Veteran Owned Small Business.. 7.The Contracting Officer performed price analysis on IMR's proposal and compared the price with that of the Government Estimate. The Government Estimate was developed using current industry standards. The price proposed was found to be fair and reasonable. 8.As described in No. 6 above, market research, in accordance with FAR Part 10, was conducted by synopsis of the proposed acquisition, advising industry of the pending acquisition and soliciting inquiries from interested parties. 9.The procurement of the RO Water System expansion is needed to meet the growing and expanding needs of the medical center and will serve as a backup system in the event of a power failure. 10.In response to the FBO notice posted on September 9, 2013, only one company had expressed an interested in this project: Multipure USA 11. Although Statue allows for the sole-sourcing of contracts to Service Disabled Veteran Owned Small Business, the VA will also set-aside future competitive projects which are similar in size and nature that are to be performed at this medical center. 12. I certify that the requirement outlined in this Justification is a Bona Fide Need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge and belief.
