Description
NASA/GSFC has a requirement for two of the latest model of the Micro Pulse Lidar, MPL-4B-IDS-532-AT, with added depolarization capability (POL-FS). The Micro Pulse Lidar specifications are as follows: Laser:Diode pumped solid state laser, frequency doubled to emit 532 nm laser pulses. 2500 Hz repetition rate, < 25 uJ/pulse energy. Output beam diameter <= 0.3 mm, M2 < 1.2. Pulse width < 15 ns. Windows control software and interface. Telescope: Athermal Cassegrain design, <= 200 mm. Detector: Single Photon Counting Module (SPCM) models SPCM-AQRH with darkcounts < 100 Hz. Deadtime data provided. Filters: Interference filters <= 0.2 nm FWHM. Out of band rejection > 1e-5, > 20% transmission at laser wavelength. Receiver: < 120 urad FOV, edge blur < 20 urad. Overall receiver efficiency > 10%. Laser-FOV boresight centered accuracy 10 urad. Laser blur e-2 < 15 urad. Emitted laser pulse energy < 10 uJ, expanded to full telescope aperture, with spatial uniformity 10% about center of aperture. Laser-detector afterpulse < 500 Hz. Optical alignment temperature 20-30 C. Data System: Photon counting data capability, analog measurements of temperature and laser energy. Laser trigger control. Windows laptop software, USB interfaces. NIST traceable laser energy measurements to < 10% accuracy. Variable data averaging time from 1 second to 15 minutes. Binary data file output and storage. Real time software control and quick look visualization. Size, Weight, Power: < 400x400x1000 mm; < 30 kg; 120/240 VAC, 50/60 Hz, < 10A Laser Safety: ANSI Class 2, CDRH compliance. Polarization Option: Measurement of co and cross polarization signal returns utilizing variable pulse switching data rates: maximum every pulse, minimum every 250 pulses. Ability to control rejection of polarization transition pulses from the signal averaging. Gain ratio between co and cross channels < 5%. The NASA Micro Pulse Lidar Network (MPLNET) has operated a network of small, automated eye-safe lidars around the world since 2000. MPLNET utilizes the Micro Pulse Lidar (MPL) instrument designed and patented at NASA GSFC in the 1990s. MPLNET only uses lidar instruments at two wavelengths, 532 and 355 nm. The only 532 nm lidar approved for use in MPLNET that meets our project specifications is the MPL. <p> NASA/GSFC intends to purchase the items from Sigma Space Corporation. Sigma Space Corporation is the only manufacturer of the depolarization MPL. The depolarization MPL is based on the license they hold to sell commercial MPL products patented by NASA GSFC. The Sigma MPL instruments are already in wide spread use in the NASA MPLNET project, and are the only 532 nm lidar accepted for use in the MPLNET project. There are no other options for this procurement other than Sigma Space Corporation. The depolarization MPL from Sigma is the only one that operates at the 532 nm wavelength, and the lidar is based on their proven design used in MPLNET already. As a result, the depolarization MPL from Sigma is the only commercial lidar that meets all of our procurement requirements. <p> The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures using FAR Part 13. The Government intends award using FAR Part 13 and Subpart 13.5 Test Program for Certain Commercial Items. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on October 12, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. <p> Oral communications are not acceptable in response to this notice. <p> All responsible sources may submit an offer which shall be considered by the agency. <p> NASA Clause 1852.215-84, Ombudsman, is applicable.
